We established Annie Lab in October 2019 in order to investigate false claims, misleading factoids, exaggerations, propaganda, hoaxes, rumors, questionable content, and other types of misinformation and disinformation that are being masqueraded and distributed as news. We tried to create an environment that simulates a daily working newsroom. It is a hybrid of professional news organization and student training program based on the pedagogical models developed by ANNIE and supervised by faculty members of HKU Journalism.

2. We have two full-time guiding editors, one supervising editor, and one administrative assistant, all of whom are former journalists working at HKU Journalism as faculty members. About a dozen student reporters work in the newsroom every week in rotating shifts.

3. We have been regularly publishing fact-checking articles, about two stories per week on our main website ( http://annielab.org ) and social media platforms such as Facebook, Instagram, and Twitter. Since Annie Lab is tied to credit-bearing journalism courses, we also train our student reporters in classrooms. We also offer internship opportunities for entry-level journalists. Every fact check by students is subject to editorial scrutiny by the faculty members at the Journalism & Media Studies Centre. In the context of Hong Kong where political polarization has exacerbated since the street protest in June 2019, we have made a conscious effort to monitor claims from a wide variety of political positions. Loosely categorized, the public in Hong Kong can be divided into two camps -- pro-establishment (pro-government) and pan-democrats (pro-democracy movement). Cherry is a teaching assistant at HKU Journalism and works as one of the two guiding editors in Annie Lab. She joined the university in June 2020. Before beginning a career in teaching fact-checking, Cherry was a senior radio reporter at Radio Television Hong Kong (RTHK), covering healthcare policies and medical news. Cherry started her journalism career as a newspaper reporter at Mingpao.

- Purple Romero / Guiding Editor

Purple is a teaching assistant at HKU Journalism and also a guiding editor. As an experienced multimedia journalist, she has produced reports on the environment, gender issues, labor migration and foreign relations for such news organizations as Rappler, Channel News Asia, South China Morning Post and VICE. Before joining Annie Lab, Purple also worked as a member of the fact-checking team at AFP Philippines.

Masato is an associate professor of practice at HKU Journalism and also the founder of ANNIE.   • 5.4 The applicant in its fact checks assesses the merits of the evidence found using the same high standards applied to evidence on equivalent claims, regardless of who made the claim.
  • 5.5 The applicant seeks where possible to contact those who made the claim to seek supporting evidence, noting that (I) this is often not possible with online claims, (II) if the person who makes the claim fails to reply in a timely way this should not impede the fact check, (III) if a speaker adds caveats to the claim, the fact-checker should be free to continue with checking the original claim, (IV) fact-checkers may not wish to contact the person who made the claim for safety or other legitimate reasons.
  • 5.6 The applicant encourages users to send in claims to check, while making it clear what readers can legitimately expect will be fact-checked and what isn’t fact-checkable.

However, the reality is that the majority of the requests so far have come from working professional journalists in Hong Kong and they would often message editors directly and personally. This is especially so because some of our stories are cross-posted by a local media outlet Citizen News ( https://www.hkcnews.com/triangles/blogger/ANNIE%20LAB-391 ).

Our user base is not as big as news media outlets and we have received only a handful of inquires about claims from the audience as of today. "

[Response] Thank you. We now understand this could be a language issue. The word "hotline," and "something fishy," indicate we are asking the users to send potentially problematic claims but it may not be obvious. To be crystal clear, we changed it to "Claim(s) to be checked (please provide the links, if available)" and also added another box for additional messages in the form.

Section 6: A commitment to an Open & Honest Corrections Policy

To be compliant on corrections policy, applicants must meet these five criteria

  • 6.1 The applicant has a corrections or complaints policy that is easily visible and accessible on the organization’s website or frequently referenced in broadcasts.
  • 6.2 The policy sets out clear definitions of what it does and does not cover, how major mistakes, especially those requiring revised conclusions of a fact check, are handled, and the fact that some complaints may justify no response. This policy is adhered to scrupulously.
  • 6.3 Where credible evidence is provided that the applicant has made a mistake worthy of correction, the applicant makes a correction openly and transparently, seeking as far as possible to ensure that users of the original see the correction and the corrected version.
  • 6.4 The applicant, if an existing signatory, should either on its corrections/complaints page or on the page where it declares itself an IFCN signatory inform users that if they believe the signatory is violating the IFCN Code, they may inform the IFCN, with a link to the IFCN site.
  • 6.5 If the applicant is the fact-checking unit of a media company, it is a requirement of signatory status that the parent media company has and adheres to an open and honest corrections policy.
