Organization: BOOM
Applicant: Jency Jacob
Assessor: Kanchan Kaur

Background

The applicant is a legally registered organization set up exclusively for fact-checking and to fight misinformation; all information about its legality is easily available on its website. It has been working for over a decade in the area, and has expanded its reach. It has tied up with Mediawise to set up a teen fact-checking network and runs many media literacy and related programmes. The website has published easily more than one fact-check a week over the past year, working in two Indian languages, apart from English and in two other countries—Myanmar and Bangladesh. Most fact-checks by the applicant are in areas of public interest. The applicant works independent of any political party, the state or politician and does not receive any funding from any political sources.

The applicant uses the same standards of evidence and judgement for fact checks of equivalent claims, irrespective of who made the claim. It checks all sides, without concentrating on one side. It considers the reach and importance of the claim it selects and explains its methodology. The applicant discloses sources it quotes clearly; readers can easily infer if the interests of the sources may influence the fact check.

As mentioned above, it is not affiliated with, nor supports any party, or politician and does not advocate for or against any policy positions. It sets out a clear non-partisanship policy for staff on its website in order to ensure that the organisation’s work is not seen as biased.

The applicant clearly identifies all sources of significant evidence, providing links where needed. Users can replicate their work if they wish. The applicant mainly uses primary sources, but also points to secondary sources sometimes. It checks all key elements of claims against more than one named source of evidence. It also identifies the sources clearly so that readers would know if the interests of the sources could influence the accuracy of the evidence provided.

The applicant is an independent organization and in its About Us page details the sources of funding that account for over 5 percent of its total revenue—Facebook and Mohalla Tech. A page on its website clearly delineates the organisational structure of the applicant and explains how and by whom editorial control is exercised. The same page details the professional biographies of team members with a significant role in the editorial output. Members of the public can easily get in touch with the team through email or social media handles, links to which are provided.

The applicant explains the methods it uses to select, research, write and publish fact checks. Most claims are selected on their importance and reach. In its fact checks, the applicant sets out evidence that appears to support the claim as well as evidence that appears to undermine the claim. It applies the same standards to all evidence, on equivalent claims, irrespective of who made the claim. The applicant, where possible, has contacted those who made the claim to seek supporting evidence. It also encourages readers to contact it through various means, including a Contact Us page, email and links to social media handles.

The applicant’s correction policy is clear and easily accessible on its website and explains what it covers and what it does not and how mistakes are handled. The applicant has made corrections openly and transparently; users are clearly informed what the mistakes were and how they were corrected. The applicant provides links on its website for users to contact the IFCN if they feel that the website is violating IFCN norms.

BOOM
26-Sep-2023 (1 year ago) Updated: 1 year ago

1. When and why was your fact-checking operation started?

BOOM has been in existence since 2014 as a broad investigative journalism effort and as a full-fledged fake news busting and fact checking initiative since November 2016. We are India’s premier fact checking website, committed to bring to our readers verified facts rather than opinion. BOOM also writes pro-active explainers which serve to educate readers on key issues they might have questions about. Subjects that BOOM actively fact checks range from political, social, communal and health & medicine to products and services and even history.

2. How many people work or volunteer in the organization and what are their roles?

At BOOM, we run a newsroom of 30 employees across English, 2 Indian languages and 2 foreign territories. The team includes fact checkers, video producers, desk editors and verification trainers. We have provided their profiles in the About Us section of the website.

3. What different activities does your organisation carry out?

We are focussed towards fighting misinformation and disinformation across key sectors in India and its surrounding regions. Media literacy is an important vertical and we conduct both online and offline courses for journalism students, young journalists and media faculties.

This year we also teamed up with Mediawise to set up India's first Teen Fact Checking Network. This involved setting up a fellowship, selecting 13 teenagers and training them in verification and creating video fact checks.

Misinformation is a systemic problem that needs to be solved through accessible journalism. To address this, we launched DECODE (https://www.boomlive.in/decode/), where we focus on the impact of technology on people’s lives.

Through DECODE, we have uncovered stories of online scams, identity theft, misinformation, how the internet plays a role in our daily lives and how it affects everyone around.

4. What are the goals of your fact-checking operation over the coming year?

We are always looking to expand our work in all allied areas that help us leverage the expertise we have built in fighting disinformation. We want to be the preferred partner not just for platforms and brands but also the backbone of any media entity - its readers. With key state elections and a national election in May 2024, we are gearing up for a massive surge in political disinformation campaigns and hence strengthening our teams to ensure we debunk all those claims in a time-bound and impactful manner.

We are also building expertise in ground reporting and are working with in-house reporters and freelancers to bring better researched and reported stories from across the country. We will also be working on expanding our teen fact checking network, taking the curriculum to more schools and colleges in a bid to build the future of India who are not just digital first but also model Digital citizens.

Section 2: A commitment to Non-partisanship and Fairness

To be compliant on nonpartisanship and fairness, applicants must meet these five criteria

  • 2.1 The applicant fact-checks using the same high standards of evidence and judgement for equivalent claims regardless of who made the claim.
  • 2.2 The applicant does not unduly concentrate its fact-checking on any one side, considers the reach and importance of claims it selects to check and publishes a short statement on its website to set out how it selects claims to check.
  • 2.3 The applicant discloses in its fact checks relevant interests of the sources it quotes where the reader might reasonably conclude those interests could influence the accuracy of the evidence provided. It also discloses in its fact checks any commercial or other such relationships it has that a member of the public might reasonably conclude could influence the findings of the fact check.
  • 2.4 The applicant is not as an organization affiliated with nor declares or shows support for any party, any politician or political candidate, nor does it advocate for or against any policy positions on any issues save for transparency and accuracy in public debate.
  • 2.5 The applicant sets out its policy on non-partisanship for staff on its site. Save for the issues of accuracy and transparency, the applicant’s staff do not get involved in advocacy or publicise their views on policy issues the organization might fact check in such a way as might lead a reasonable member of the public to see the organization’s work as biased.

Criteria 2.1
Proof you meet criteria
Please share links to 10 fact checks published over the past year that you believe demonstrate your non-partisanship.
Please briefly explain how the fact checks selected show that (I) you use the same high standards of evidence for equivalent claims, (II) follow the same essential process for every fact check and (III) let the evidence dictate your conclusions.

Objective and fair journalism is BOOM’s goal. So while BOOM recognises that every team member will have their own political views, there is a clear and mandatory requirement to be objective and independent while writing a fact check story. Personal biases are weeded out of every story through a clearly laid down process (Please see - https://www.boomlive.in/methodology ) that only looks at the hard facts available. Every fact check is a team play with several eyes looking at the same story to avoid the risk of any individual point of view finding its place in the story.

In cases where identifying the source would compromise the source’s personal security, the applicant provides as much detail as compatible with the source’s safety.
  • 3.2 The applicant uses the best available primary, not secondary, sources of evidence wherever suitable primary sources are available. Where suitable primary sources are not available, the applicant explains the use of a secondary source.
  • 3.3 The applicant checks all key elements of claims against more than one named source of evidence save where the one source is the only source relevant on the topic.

  • 5.4 The applicant in its fact checks assesses the merits of the evidence found using the same high standards applied to evidence on equivalent claims, regardless of who made the claim.
  • 5.5 The applicant seeks where possible to contact those who made the claim to seek supporting evidence, noting that (I) this is often not possible with online claims, (II) if the person who makes the claim fails to reply in a timely way this should not impede the fact check, (III) if a speaker adds caveats to the claim, the fact-checker should be free to continue with checking the original claim, (IV) fact-checkers may not wish to contact the person who made the claim for safety or other legitimate reasons.

Section 6: A commitment to an Open & Honest Corrections Policy

To be compliant on corrections policy, applicants must meet these five criteria

  • 6.1 The applicant has a corrections or complaints policy that is easily visible and accessible on the organization’s website or frequently referenced in broadcasts.
  • 6.2 The policy sets out clear definitions of what it does and does not cover, how major mistakes, especially those requiring revised conclusions of a fact check, are handled, and the fact that some complaints may justify no response. This policy is adhered to scrupulously.
  • 6.3 Where credible evidence is provided that the applicant has made a mistake worthy of correction, the applicant makes a correction openly and transparently, seeking as far as possible to ensure that users of the original see the correction and the corrected version.
  • 6.4 The applicant, if an existing signatory, should either on its corrections/complaints page or on the page where it declares itself an IFCN signatory inform users that if they believe the signatory is violating the IFCN Code, they may inform the IFCN, with a link to the IFCN site.
  • 6.5 If the applicant is the fact-checking unit of a media company, it is a requirement of signatory status that the parent media company has and adheres to an open and honest corrections policy.

Criteria 6.1
Proof you meet criteria
Please provide a link to where you publish on your website your corrections or complaints policy. If you are primarily a broadcaster, please provide evidence you frequently reference your corrections policy in broadcasts.

We have an appeals ID apart from a "Contact us" form where readers can write to us. We make the corrections and point it out clearly at the top or the bottom of the story by adding an Editor's Note. We also express regret for the error, wherever required.
