'DELFI Melo Detektorius' is a fact checking project of the largest Lithuania media outlet 'DELFI Lietuva'. Our fact checking unit was set up in 2018.

Starting as a project focused on checking solely speeches and claims made by Lithuanian political figures we now also check various public claims made online by users of social networks and information found on other Lithuanian news media outlets.

1. 'DELFI Melo Detektorius' was set up in 2018 to promote fairness and accuracy in Lithuanian news outlets and Lithuanian social network accounts and to increase confidence in media.

2. Currently there are 9 professional journalists and 1 trainee that are doing fact-checks in 'DELFI Melo Detektorius'. Every 'DELFI Lietuva' journalist is free to join 'DELFI Melo Detektorius' after hearing short introduction on how to find and search claims to check, how to add new articles on our platform and comply with code of principles.

3. 'DELFI Lietuva' is the biggest news website in Lithuania and carries out wide range of activities. 'DELFI Melo Detektorius' is one of our projects dedicated solely to fact checking and maintaining quality journalism standarts. Besides 'Melo Detektorius' we have another platform called 'Debunk' dedicated to propaganda debunking.

4. Considering nature of disinformation in Lithuania as well as other Baltic countries 'DELFI Melo Detektorius' is trying to raise awareness about propaganda narratives that needs to be taken in consideration while fact checking. Since we started checking information we have realised that in countries dealing with information wars it is almost impossible to divide information verification from debunking because usually users of social networks or alternative media outlets are spreading false information not simply by mistake but on purpose - to weaken countries democracy and devide various groups of people. That is why we are searching for ways to combine both information verification and propaganda debunking and are planning to continue this effort.

For each fact-check that we do in ‘DELFI Melo Detektorius’ we use the same methods described in our ‘Methodology’ section: https://www.delfi.lt/news/melo-detektorius/?page=metodologija

At first, a journalist has to find a suitable claim to check. We do not check predictions nor information that is an obvious lie and does not need any proof. A journalist uses various sources to find doubtful claims – by listening to broadcasts, conducting search in social networks, listening to government discussions, reading articles in various media outlets.

When a claim is selected a journalist must decide whether specific claim needs expert opinion or if it is provable by enclosing scientific studies, statistics and official information provided by competent institutions. We also use information verification tools such as Reverse Image Search, Invid, Storyful Multisearch, YouTube Data Viewer, WayBack, Google Public Data Explorer etc.

We encourage all our team members to link source page next to each important finding. It is also a must to include source table at the end of each fact-check.

Each of our fact-checks has the same structure. At first, we briefly introduce a claim that we are going to check, we also provide screenshot or link to dubious claim to prove its existence. Then we start to analyse various sources considering this claim. We always give priority to primary sources. At the end of each fact check we briefly repeat original claim and decide (based on all evidence we have collected) if this claim is true, partly true, partly false or false.

Our goal is to provide easy traceable information on most crucial topics so we always give priority to claims made about recent events or false claims that might do harm for the reader if not disproved and explained correctly.

Section 5: A commitment to Standards and Transparency of Methodology

To be compliant on methodology, applicants must meet these six criteria

  • 5.1 The applicant publishes on its website a statement about the methodology it uses to select, research, write and publish its fact checks.
  • 5.2 The applicant selects claims to check based primarily on the reach and importance of the claims, and where possible explains the reason for choosing the claim to check.
  • 5.3 The applicant sets out in its fact checks relevant evidence that appears to support the claim as well as relevant evidence that appears to undermine it.
  • 5.4 The applicant in its fact checks assesses the merits of the evidence found using the same high standards applied to evidence on equivalent claims, regardless of who made the claim.
  • 5.5 The applicant seeks where possible to contact those who made the claim to seek supporting evidence, noting that (I) this is often not possible with online claims, (II) if the person who makes the claim fails to reply in a timely way this should not impede the fact check, (III) if a speaker adds caveats to the claim, the fact-checker should be free to continue with checking the original claim, (IV) fact-checkers may not wish to contact the person who made the claim for safety or other legitimate reasons.
  • 5.6 The applicant encourages users to send in claims to check, while making it clear what readers can legitimately expect will be fact-checked and what isn’t fact-checkable.

The publications also suggest that the fact-checkers of DELFI Melo Detektorius do not avoid reporting on unsubstantiated claims in cases when the author of particular claim refuses to replay. If fact-checkers obtain additional information from the person who has made a claim, they still tend to check the factual basis of original claim.

Section 6: A commitment to an Open & Honest Corrections Policy

To be compliant on corrections policy, applicants must meet these five criteria

  • 6.1 The applicant has a corrections or complaints policy that is easily visible and accessible on the organization’s website or frequently referenced in broadcasts.
  • 6.2 The policy sets out clear definitions of what it does and does not cover, how major mistakes, especially those requiring revised conclusions of a fact check, are handled, and the fact that some complaints may justify no response. This policy is adhered to scrupulously.
  • 6.3 Where credible evidence is provided that the applicant has made a mistake worthy of correction, the applicant makes a correction openly and transparently, seeking as far as possible to ensure that users of the original see the correction and the corrected version.
  • 6.4 The applicant, if an existing signatory, should either on its corrections/complaints page or on the page where it declares itself an IFCN signatory inform users that if they believe the signatory is violating the IFCN Code, they may inform the IFCN, with a link to the IFCN site.
  • 6.5 If the applicant is the fact-checking unit of a media company, it is a requirement of signatory status that the parent media company has and adheres to an open and honest corrections policy.

During previous year we have recieved three correction requests and made these steps - answered to correction requests immediately; edited articles in concern adding red note to the headline that original article was altered:

After this article was published original source of false claim have contacted us asking to add their explanation to our article. Even though based on the arguments of declarant we were not able to change our rating (declarant have refused to make changes in false article) as long as declarant expressed its doubts about the sources we have used, we decided it is important to let our readers know its position.

Based on secondary sources we have made a presumption that organisation called 'Baltic Wolf' that fights for wolf rights in Lithuania expressed their concern on numbers of wolves left in Lithuanian forests whereas in reality this organisation has different view towards wolf question: it claims we have growing numbers of wolf population in Lithuania but the numbers institutions gives publicly are inaccurate because of false counting; besides, even though the numbers of wolves are increasing, organisation 'Baltic Wolf' does not support hunting as the most effective way of population control. After we received 'Baltic Wolf' complaint to add this information, we have edited our article accordingly.

'Free Market Institute' in their Facebook post have listed all tax changes made by Lithuanian authorities prior to official budget came out publicly presuming these changes have already been implemented. Some of these planned taxes were not implemented in the process but false Facebook message has not been altered. Soon after out fact-check was published 'Free Market institute' have contacted us asking to embed their new message where they have listed only those taxation changes that have been actually made. After we received this complaint we have embedded their renewed message right after the older one.
