I reviewed the Demagog Association's application for the third time. I noticed the applicant is very consistent in delivering high quality content.

Assessment Conclusion

I would like to recommend the IFCN Board to accept their application.

The Demagog Association is a professional non-profit watchdog organisation. During the evaluation of their policies and practices, I read dozens of their documents and fact checks, and I found they met the highest standards of quality and impartiality.

In Polish context, an increasingly polarised and polluted public debate, the fact checking service that the applicant provides advances understanding and decision-making by the public.

I would like also to praise their efforts to educate the public, including children and youth on their methodology.

  • 1.4 On average, at least 75% of the applicant’s fact checks focus on claims related to issues that, in the view of the IFCN, relate to or could have an impact on the welfare or well-being of individuals, the general public or society.
  • 1.5 The applicant’s editorial output is not, in the view of the IFCN, controlled by the state, a political party or politician.
  • 1.6 If the organization receives funding from local or foreign state or political sources, it provides a statement on its site setting out to the satisfaction of the IFCN, how it ensures its funders do not influence the findings of its reports.

2. Over the course of last year we have expanded our operations and we are in the ongoing process of professionalizing our staff. Currently we employ (both part-time and full-time):

5 members of the Demagog Association Board who coordinate strategic areas of activities and operations.

9 members of the Editorial Team

2 members of the Communications Team.

We recruited new members of our team both externally and internally (transitioning them from voluntary-basis work).

We also maintain voluntary team consisting of about 10-15 active volunteers.


3. Besides fact-checking our main area of interest is education. We expand our key educational project Academy of Fact-Checking https://akademia.demagog.org.pl that provides workshops, seminars and lessons for teachers, students as well as other groups which are vulnerable for misinformation (such as elderly). 

Just recently we have launched our e-learning platform https://platforma.demagog.org.pl that provides courses on fact-checking, critical thinking and media literacy.

We continue our Podcast in which we invite experts with various areas of expertise regarding the misinformation. Our main objectives for upcoming year is to establish internally new team dedicated to the OSINT techniques and OSINT-type analysis, develop new types of content and continue to expand our fact-checking operations. We are also engaged in multiple international projects that initiate cooperation and collaboration in the areas of cybersecurity, misinformation and fact-checking.

Based on my review, I may confirm the majority of fact checks (more than 75%) focused on issues that had an impact on welfare of individuals, general public and society. During these 3 months the most frequent topics covered current political affairs including illegal immigration, different aspects of the country's economy as well as its government's conflict with EU. The verification of facts about COVID 19 and vaccinations were also frequent.

The applicant is transparent about all major sources of funding. On its website, it published information about the major donors that included state actors. In 2020, there was 1 grant from U.S. State Department via the U.S. Embassy in Warsaw. In 2021, there were 2 grants from Active Citizens National Fund – their money comes from EU-related EEA Grants and Norway Grants.

The website features also financial reports for the past few years, including 2020. Based on these sources, I can see that donations from state-related institutions made just a fraction of funding.

In my review, I found the applicant using the best available primary, and not secondary, sources of evidence wherever suitable primary sources were available.

Where suitable primary sources were not available, the applicant explained the use of a secondary source.

For example, when Polish government bodies did not answer questions from Demagog Association, they used sources from Czech Republic government, as well as they found pictures and the story by PAP (Polish Press Agency) that supported the fact checking process.

For example, in the fact check about perception of possible increase of politicians renumeration, Demagog Association used 2 different research sources (from se.pl and rp.pl).

In my review, I found the applicant identified in its fact checks the relevant interests of the sources it used where the reader might reasonably concluded those interests could influence the accuracy of the evidence provided.

For example, when verifying claims about NIK's (Supreme Audit Office) evaluation of adjustments in polish school sector, it used evidence provided by NIK CEO noting his position at NIK.

Section 4: A commitment to Transparency of Funding & Organization

To be compliant on funding and organization, applicants must meet these five criteria

  • 4.1 Applicants that are independent organizations have a page on their website detailing each source of funding accounting for 5% or more of total revenue for its previous financial year. This page also sets out the legal form in which the organization is registered (e.g. as a non-profit, as a company etc).
  • 4.2 Applicants that are the fact-checking section or unit of a media house or other parent organization make a statement on ownership.
  • 4.3 A statement on the applicant’s website sets out the applicant’s organizational structure and makes clear how and by whom editorial control is exercised.
  • 4.4 A page on the applicant’s website details the professional biography of all those who, according to the organizational structure and play a significant part in its editorial output.
  • 4.5 The applicant provides easy means on its website and/or via social media for users to communicate with the editorial team.

Section 5: A commitment to Standards and Transparency of Methodology

  • 5.5 The applicant seeks where possible to contact those who made the claim to seek supporting evidence, noting that (I) this is often not possible with online claims, (II) if the person who makes the claim fails to reply in a timely way this should not impede the fact check, (III) if a speaker adds caveats to the claim, the fact-checker should be free to continue with checking the original claim, (IV) fact-checkers may not wish to contact the person who made the claim for safety or other legitimate reasons.
  • 5.6 The applicant encourages users to send in claims to check, while making it clear what readers can legitimately expect will be fact-checked and what isn’t fact-checkable.

Section 6: A commitment to an Open & Honest Corrections Policy

To be compliant on corrections policy, applicants must meet these five criteria

  • 6.1 The applicant has a corrections or complaints policy that is easily visible and accessible on the organization’s website or frequently referenced in broadcasts.
  • 6.2 The policy sets out clear definitions of what it does and does not cover, how major mistakes, especially those requiring revised conclusions of a fact check, are handled, and the fact that some complaints may justify no response. This policy is adhered to scrupulously.
  • 6.3 Where credible evidence is provided that the applicant has made a mistake worthy of correction, the applicant makes a correction openly and transparently, seeking as far as possible to ensure that users of the original see the correction and the corrected version.
  • 6.4 The applicant, if an existing signatory, should either on its corrections/complaints page or on the page where it declares itself an IFCN signatory inform users that if they believe the signatory is violating the IFCN Code, they may inform the IFCN, with a link to the IFCN site.
  • 6.5 If the applicant is the fact-checking unit of a media company, it is a requirement of signatory status that the parent media company has and adheres to an open and honest corrections policy.

We have fact-checked the claim of Donald Tusk regarding the number of hospitals in Poland in the years of current government and the previous one. Firstly we rated his claim as "true" due to the fact that the numbers were matching with the data from Statistics Poland. Then, we were informed by users that the data presented by the Statistics Poland is non-comparable due to methodological differences. We investigated it and found out that indeed that was the case. It resulted in rate-changing correction of the fact-check from "true" to "manipulation".

We have fact-checked the claim of Patryk Jaki stating that "whole Solidarna Polska" party voted for the candidacy of Tadeusz Isakowicz-Zalewski for state commission on investigating pedophilia cases. We rated this claim as false due to the fact that not all of the Solidarna Polska's deputies voted for this candidacy. We were then contacted by Mr Jaki himself who highlighted that he made quick correction that included the word "almost" which was not well audible due to interfering talk of host. We originally missed this correction but upon investigating and audio editing we noticed it. It resulted in rate-changing correction of the fact-check from "false" to "true".
