Having reviewed thoroughly the Demagog Association's application, documents and fact checks, I have concluded that the applicant is fully compliant with the IFCN Code of Principles.
I reviewed the Demagog Association's application for the fourth time. I noticed the applicant is very consistent in delivering content of high quality and relevance.
Assessment Conclusion
I would like to recommend the IFCN Board to accept the application by the Demagog Association.
The applicant is a professional non-profit watchdog organisation. During the evaluation of their policies and practices, I read dozens of their documents and fact checks, and I found they met the highest standards of quality and impartiality.
In the Polish context, an increasingly polarised and polluted public debate, the fact checking service that the applicant provides advances understanding and decision-making by the public.
I would like also to praise their efforts to educate the public, including children and youth on creating a habit of verifying news online (e.g., in the campaign ‘Don’t act as a bot’ https://niebadzbotem.pl/).

1. Our fact-checking operation started in 2014 as a result of regional cooperation with Demagog fact-checking operations from Czechia and Slovakia. The idea behind it was to work towards making the public debate in Poland more informed and fact-based, thanks to checking the truthfulness of the statements made by the politicians and public figures.
2. Our team is presented here: https://demagog.org.pl/poznaj-zespol-demagoga/ Demagog is composed of full-time staff members, some of which are also the decision-making figures in the Demagog Association, part-time staff members and also a dedicated team of volunteers that contribute to our work in various ways.
3. We conduct fact-checking of statements made by the politicians and public figures: https://demagog.org.pl/wypowiedzi/, debunk fake news: https://demagog.org.pl/fake_news/ and also prebunk various important issues via analyzing important reports and research papers: https://demagog.org.pl/analizy_i_raporty/
We also conduct other activities. We are continuing our media literacy project called "Academy of Fact-checking". We develop a climate chatbot in cooperation with our partners in the Climate Misinformation grant funded by the IFCN.
We are also active internationally. We cooperate with other fact-checking organizations in the EDMO fact-checking community, we are part of the consortium that leads the European Fact-Checking Standards Network project and we are signatories to the European Code of Practice on disinformation.

There are 3 sections in which Demagog categorize their work.
The 1st includes Statements of public figures. For 26 weeks there were 107 analysed statements which gives 4.1 fact check per week.
The 2nd section consists of Fake news propagated online. For 26 weeks there were 306 fake news checked which gives 11.7 fact checks per week.
The 3rd section consists of Analysis and reports conducted by Demagog. For 26 weeks there were 112 such analysis which gives 4.3 analysis per week.

During last 3 months (December- February) the most frequent topics covered: current political affairs, war in Ukraine, Russian propaganda, different aspects of the Poland’s economy as well as Poland’s relations with European Union.

The applicant is transparent about all major sources of funding. On its website, it published information about the major donors that included state actors. Since 2020, when the previous Demagog’s assessments took place, the applicant has substantially increased number of donors and value of received grants.
The biggest grant donors for 2022 onwards are:
- European Union with its program AI-based-technologies for trustworthy solutions against disinformation,
- Google with its program supporting cooperation of East Central European fact-checking organisations,
- The Calouste Gulbenkian Foundation with its educational project FAKE kNOw MORE,
- IFCN with its Climate Misinformation Grant Program (Climate Factbot an educational chatbot),
- European Union with its program European Fact-Checking Standards Network,
- Active Citizens Fund with its program Aktywni Obywatele (that money comes from EU-related EEA Grants and Norway Grants).
Back in 2020 the applicant had smaller grants from U.S. State Department via the U.S. Embassy in Warsaw as well as grants from Active Citizens Fund.
The website features also financial reports for the past few years, including 2021. Based on these sources, I may confirm that donations from state-related institutions made just a fraction of funding.

Section 5: A commitment to Standards and Transparency of Methodology
To be compliant on methodology, applicants must meet these six criteria
- 5.1 The applicant publishes on its website a statement about the methodology it uses to select, research, write and publish its fact checks.
- 5.2 The applicant selects claims to check based primarily on the reach and importance of the claims, and where possible explains the reason for choosing the claim to check.
- 5.3 The applicant sets out in its fact checks relevant evidence that appears to support the claim as well as relevant evidence that appears to undermine it.
- 5.4 The applicant in its fact checks assesses the merits of the evidence found using the same high standards applied to evidence on equivalent claims, regardless of who made the claim.
- 5.5 The applicant seeks where possible to contact those who made the claim to seek supporting evidence, noting that (I) this is often not possible with online claims, (II) if the person who makes the claim fails to reply in a timely way this should not impede the fact check, (III) if a speaker adds caveats to the claim, the fact-checker should be free to continue with checking the original claim, (IV) fact-checkers may not wish to contact the person who made the claim for safety or other legitimate reasons.
- 5.6 The applicant encourages users to send in claims to check, while making it clear what readers can legitimately expect will be fact-checked and what isn’t fact-checkable.

In 2022 we have introduced new rating in our system - "partly false". We feel that previous rating system didn't properly address statements that did have some factual inaccuracies preventing them from truth rating, but at the same time which weren't entirely false or otherwise manipulative. This issue was also coming back in the audience feedback. We feel that new rating serves its purpose of being somewhat in the middle of truth and false.
The reason that we decided to call it "partly false" (instead of "partly true", or "half true") was to motivate politicians to strive for accuracy in their statements. We still want to emphasize that, although the general claim of particular statement might be true, there are still some facts, informations, data, that need to be corrected.

Section 6: A commitment to an Open & Honest Corrections Policy
To be compliant on corrections policy, applicants must meet these five criteria
- 6.1 The applicant has a corrections or complaints policy that is easily visible and accessible on the organization’s website or frequently referenced in broadcasts.
- 6.2 The policy sets out clear definitions of what it does and does not cover, how major mistakes, especially those requiring revised conclusions of a fact check, are handled, and the fact that some complaints may justify no response. This policy is adhered to scrupulously.
- 6.3 Where credible evidence is provided that the applicant has made a mistake worthy of correction, the applicant makes a correction openly and transparently, seeking as far as possible to ensure that users of the original see the correction and the corrected version.
- 6.4 The applicant, if an existing signatory, should either on its corrections/complaints page or on the page where it declares itself an IFCN signatory inform users that if they believe the signatory is violating the IFCN Code, they may inform the IFCN, with a link to the IFCN site.
- 6.5 If the applicant is the fact-checking unit of a media company, it is a requirement of signatory status that the parent media company has and adheres to an open and honest corrections policy.

1. We have corrected our fact-check on fertility rate in Warsaw and Poland generally as it turned out that three days before the claim, new data was published that contradicted the claim stated by the Aleksandra Gajewska. 2. We have corrected our fact-check on German military support provided to Ukraine as one of our readers reached out to us and pointed out that we have erroneously interpreted the report. Initially, we analyzed "declared" support, instead of "delivered" support.
