The German Press Agency (dpa) is a formally registered for-profit press agency owned by over 170 German newspaper and magazine publishers and (public) broadcasters. 1. Deutsche Presse-Agentur has been publishing fact checks since 2013 . The first of our fact checks referred to politicians' claims in that year of the Bundestag elections. Since then, we have significantly expanded our fact-checking activities. In spring 2019, the dpa fact check team became a partner in the Facebook project.
Meanwhile, in addition to the regular agency checks in German, dpa also offers fact checks in cooperation with Facebook in six European countries: Germany, Austria, Switzerland, Belgium, the Netherlands, Luxembourg.

2.  More than 25 journalists work in the dpa fact-checking team. We have two editorial hubs in Berlin and Brussels as well as our own fact-check writers in the Netherlands, Luxembourg, Austria and Switzerland.

3. In dpa's regular agency service, the fact checkers published about 100 fact checks in 2020. These texts go automatically to all dpa customers in Germany.

4. The Deutsche Presse-Agentur team has set itself the additional goal of circulating fact checks not only in pure text form. Since the beginning of 2021, dpa has been working on distributing fact checks as online graphics as well as in short videos.
Because, in our view, there have been far too few journalistic fact checkers in Germany so far, dpa wants to strengthen the German media houses' capabilities in this regard. In the Faktencheck21 project, dpa is training more than 70 daily newspapers as well as radio and television stations in digital research and verification techniques. We want to achieve that in the year of the Bundestag elections in 2021, media houses in all regions of our country recognise false claims in social networks and refute them through fact checks.

dpa Faktencheck is a dedicated fact-checking project within the organization's editorial office that aims to verify publicly available information and statements. As such, the project came into existence in 2018/19, but internal fact-checking has been a core duty and activity of the company long before (see also provided example). Since then, the project grew to 25 journalists concerned with fact-checking in different countries and has widened its fact-checking activities regarding produced formats and training efforts.  

Per partnership agreement, dpa has to deliver its editorial products exclusively to the clients, while it is not allowed to publish its German language content directly to readers. For that reason we are not able to publish our fact-checks directly on our own website. But we are able to link to recent publications of our content on clients' websites as well as providing screen shots from the material in our archives.

dpa Faktencheck publishes about 6 or 7 fact-checks a month, considering at least the provided articles published by its clients. Taken into account the number of fact-checks produced in the context of the cooperation with Facebook (between 50 and 60 in the last six months), the average number of fact-checks produced is significantly higher and meets the required minimum threshold by far.

In this fact check, we examined key claims made by former US President Donald Trump at the World Economic Forum in Davos in January 2020. In our assessment, we make clear that Trump is right on some points, but that his assertions are not true in their absoluteness.

In this fact check, three central claims of the agricultural lobby are examined. In the assessments, dpa makes it clear that the arguments of the agricultural lobby are only partly correct. It becomes clear, for example, that there is a difference between the quality of drinking water and groundwater. The fact check gives the reader the opportunity to understand the background and facts in this heated debate. The fact check is based in its assessment solely on the evaluation of facts.

This fact check addresses the claim that a speed limit would not bring any climate protection benefits. In the evaluation, the dpa journalist comes to the conclusion that this claim is false. However, it is unclear how big the effect is. This fact check once again makes it clear that there cannot always be a clear, unambiguous answer to a question. In their interpretation, the statistics and data often only allow a tendency, which is, however, relevant in a current discussion.

In the Corona pandemic, claims by self-declared experts have unsettled millions of people in Germany. It is one of the most important ground rules of the dpa fact checkers that we only look at "what" was said. It is completely irrelevant to us "who" made the claim. The fact check does not judge "true" and "false" in this complicated situation. Rather, the authors make it clear that the claims reviewed clearly contradict the findings of experts and researchers.

This fact check picks up on an envy debate in the social networks in relation to social benefits for immigrants. It is made clear that some of the allegations are false. It is one of the central tasks of the dpa fact checkers to make clear when allegations are made on the basis of inadmissible comparisons. The fact checker goes into detail about the data basis in this discussion and makes it clear that this is not about political positions, but only about facts and data.

We prove that the checked allegation is, at its core, a fabrication. For example, it quotes an alleged decision of a "crisis centre for Berlin and Brandenburg". This authority does not exist. But the text goes on to explain the situation in detail. Several interview partners confirm to dpa that the restrictions due to the Corona pandemic affect all believers in Germany - regardless of their religion.

Under investigation here is the claim that compulsory vaccination in Germany is a done deal. The fact check is not limited to factually refuting this claim. It underlines that there is also no majority in the decisive Bundestag for such a political decision.

Deutsche Presse-Agentur sticks strictly to the facts, even if the result has negative consequences for Germany's image. In this fact check, the assessment is that Trump is partially correct in his accusations against the Bundesregierung. The fact check makes it clear that Germany does not meet NATO's benchmark of spending two percent of its gross domestic product on defense. At the same time, however, the text points out that defense spending in the NATO countries mentioned by Trump, Belgium and Italy, is even worse than in Germany.

In the two fact checks on statements by Donald Trump and Joe Biden, both politicians are subjected to numerous checks. In the case of both Trump and Biden, dpa repeatedly comes to the conclusion that the respective assertion is false. In total, more of Trump's statements are examined than Biden's. This is because Trump made significantly more provocative statements than Biden.

In this case, the specific allegation is that more than one million people took part in a demonstration in Berlin in the summer of 2020. dpa concludes that this figure is far too high. However, when giving reasons, our fact checkers do not only quote official sources such as the police. We also check several photos of the street where the demonstrators gathered. It becomes clear that there were significantly fewer people at that demonstration in early August than at previous rallies. In addition, dpa uses calculation tools such as "map checking," which can be used to estimate the number of participants.

The fact-checks provided demonstrate a verification methodology that seeks to identify and evaluate all facts available carefully regardless of who made a claim. The reasoning provides background information, weights different arguments, and derives consistent conclusions, including clear findings or complex states of affairs, where no clear-cut assessment is possible.

STEFAN VOSS leitet das Faktencheck-Team sowie die Abteilung Verifikation bei der Deutschen Presse-Agentur in Berlin. Er hat mehr als 10 Jahre als Auslandskorrespondent in der Ukraine und in Russland gearbeitet und spricht fließend Russisch. Voß war vor seinem Einsatz in der Abteilung Verifikation Dienstleiter in der Politik-Redaktion. Er hat Geschichte, Slawistik und Politikwissenschaften studiert.

SEBASTIAN FISCHER ist Redakteur in der Abteilung Hintergrund und Fakten. Als Dokumentationsjournalist arbeitet er an der Schnittstelle von Redaktion und Spezialrecherche. Kirner spricht fließend Französisch, Spanisch und Englisch und schloss sein Studium der Literaturgeschichte und Medienwissenschaft an der FU Berlin mit der Promotion ab.

DIRK WITTENBERG ist Redakteur bei der dpa-infocom, der Online- und IT-Tochter der Deutschen Presse-Agentur. MARC FLEISCHMANN ist Redakteur in der Abteilung Hintergrund und Fakten in Berlin. Er ist seit mehr als 20 Jahren in der Medienbranche tätig. Als Experte für Netzwelt-Themen arbeitete er für die Netzeitung und Bild.de. Nach dem Studium der Soziologie mit dem Schwerpunkt Kommunikation und Medien in Bamberg hat er ein Volontariat bei einer Tageszeitung absolviert.

MARKUS BERGMANN ist als Redakteur bei dpa-infocom zuständig für Online-Angebote der Deutschen Presse-Agentur. Bei Großereignissen, Katastrophen und Wahlen kümmert er sich um Liveticker und Newsblogs. Bergmann hat Journalistik, Anglistik und Amerikanistik in Dortmund studiert, für verschiedene Zeitungen gearbeitet und während des Studiums bei der Main-Post (Würzburg) volontiert.

SIMON SCHRAMM ist Redakteur im Faktencheck-Team. Er hat sein journalistisches Handwerk als Lokalreporter in München gelernt und dann die Deutsche Journalistenschule besucht. Er liebt es, zu recherchieren und akribisch einer Frage nachzugehen: Stimmt das? Er hat in München Politikwissenschaft, Soziologie und Medienrecht studiert; Hospitanzen bei der AZ, dpa München, SZ, taz und im Investigativ-Ressort der ZEIT.

VERONIKA VÖLLINGER ist Redakteurin im Team Faktencheck der dpa-infocom. Neben Falschmeldungen und Desinformationen in sozialen Medien befasst sie sich für längere Recherchen mit den Themen innere Sicherheit, Migration und Machtmissbrauch. Völlinger hat Politikwissenschaft studiert, die Henri-Nannen-Schule besucht und als Politik- und Nachrichtenredakteurin bei Zeit Online gearbeitet.

JAN KUHLMANN ist Leiter des dpa-Regionalbüros für die Arabische Welt und Israel. Er schreibt vor allem über den Libanon, Syrien und den Irak. Zuvor war er freier Journalist mit Schwerpunkt Arabische Welt und Islam und arbeitete für unterschiedliche deutsche Medien. Kuhlmann hat Geschichte, Islamwissenschaften, VWL und Arabisch studiert.

MARCO MIERKE ist seit 2018 verantwortlich für verschiedene redaktionelle Digitalteams und -Produkte der dpa-infocom, zu der auch die Faktencheck-Redaktion gehört. Marco arbeitete als Korrespondent in Würzburg, Redakteur in der Chefredaktion und von 2010 bis 2015 als Auslandskorrespondent in Washington. Danach leitete er gut drei Jahre den Englischen Dienst der dpa.

ARNE BECKMANN ist Redakteur und Entwickler im Faktencheck-Team. Besonders im Blick hat er die sogenannten synthetischen Medien - also Fotos, Audios und Videos, die durch Techniken der künstlichen Intelligenz verfälscht wurden. Arne hat Medieninformatik studiert und nach einem anschließenden Volontariat mehrere Jahre lang für zahlreiche Privatradios gearbeitet.

HENRIK BOERGER ist Redakteur im Team Faktencheck, im Foto-Ressort der dpa und am dpa-Infokanal/Radar. Nach einem Volontariat verfasste er aus Sydney den täglichen Newsletter "dpa-Morgenlage" und war verantwortlich für den Nachtbetrieb am Foto-Desk. Während seines Studiums der Deutschen Literatur schrieb er für diverse Musikmagazine, leitete eine Galerie und arbeitete an mehreren Theatern.

CHRISTINA SPITZMÜLLER ist Redakteurin bei der dpa-infocom und dort zuständig für das regionale Online-Angebot. Sie hat in Potsdam Interdisziplinäre Russlandstudien studiert und mehrere Jahre in Russland gelebt. Spitzmüller volontierte an der Evangelischen Journalistenschule in Berlin und arbeitete als freie Journalistin.

DIRK FISCHER ist Dokumentar in der Abteilung Hintergrund und Fakten. Seit über 20 Jahren gehören Hintergrundrecherchen und Faktenchecks für die Redaktion zu seinen Aufgaben. Er verantwortet verschiedene Informationsprodukte der dpa. Fischer hat Geschichte und Politikwissenschaft studiert.

LISA DUCRET ist als Multimedia-Redakteurin am Visual-Desk und in der Faktencheck-Redaktion der Deutschen Presse-Agentur tätig. Sie absolvierte ihren Master in Kulturjournalismus an der Universität der Künste Berlin und sammelte anschließend zahlreiche Erfahrungen im Nachrichtenbereich, so z.B bei Arte, der französischen Nachrichtenagentur AFP, bei Correctiv und durch ihr Volontariat mit Schwerpunkt Multimedia bei der dpa.

JACQUELINE ROTHER ist Redakteurin bei der dpa-infocom. Sie ist seit 2017 Teil der Digitalredaktion der Deutschen Presse-Agentur. In der Zeit hat sie auch für das Panorama- und Medienressort und die dpa Kindernachrichten geschrieben. Zuvor hat sie für unterschiedliche Medien im Rheinland gearbeitet und bei einer Tageszeitung volontiert. Rother hat Politik und Soziologie in Bonn und Osteuropastudien in Berlin studiert. Bei längeren Aufenthalten in Bulgarien, Georgien und Russland hat sie mehrere journalistische Recherchen und Projekte realisiert.

KATJA RÄTHER ist Redakteurin im Bereich Hintergrund und Fakten. Sie hat langjährige Erfahrung im Ressort Politik gesammelt, zuvor hat sie im Landesdienst Berlin/Brandenburg und im Rundfunk-Dienst der dpa gearbeitet. Im Studium standen Linguistik und Geschichte im Mittelpunkt.

NICO TAPIA ist Videoredakteur bei der Deutschen Presse-Agentur in Berlin. Er ist ausgebildeter Film- und Videoeditor und arbeitet unter anderem seit über zehn Jahren für den Videodienst der dpa. Seine Erfahrung reicht von kurzen Online-Videos bis hin zu 90-minütigen TV-Dokumentationen, die er geschnitten hat.

TOBIAS SCHORMANN ist Redakteur im Faktencheck-Team der dpa-infocom. Er war zuvor mehrere Jahre Chef vom Dienst im dpa-Themendienst, der Verbraucher- und Ratgeberredaktion der dpa. Dort hat er auch volontiert. Er hat Germanistik und Politikwissenschaft in Hamburg und Berlin studiert.

ROLAND SIEGLOFF hat im Alter von 19 Jahren bei Deutschlands kleinster eigenständiger Tageszeitung "Emder Zeitung" volontiert. Später studierte er in Frankfurt/Main und Lille (Frankreich). Nach Stationen als dpa-Journalist in Frankfurt und Mainz arbeitete er als Korrespondent in Brüssel. Nach zehn Jahren als dpa-Redakteur in Hamburg und Berlin ist Roland nach Brüssel zurückgekehrt, wo er das Faktencheck-Team für die Benelux-Länder koordiniert.

TANGUY VERHOOSEL gehört zum Brüsseler Faktencheck-Team der dpa. Er hat Journalismus in Brüssel und Lausanne (Schweiz) studiert. Der Belgier hat schon immer für ausländische Medien gearbeitet: Als Brüssel-Korrespondent für Schweizer Tageszeitungen seit 1988 und seit kurzem auch für die Deutsche Presse-Agentur.

ELLEN DE GREEF hat Jura und Journalismus studiert. Sie gehört seit Sommer 2020 zum Faktencheck-Team der dpa in Brüssel. Zuvor erhielt sie eine journalistische Ausbildung bei der belgischen Zeitung De Standaard mit den Schwerpunkten Wirtschafts-Berichterstattung und Online.

LAURA CERRADA ist seit 15 Jahren Journalistin. Sie hat in dieser Zeit für mehrere französisch-sprachige Tageszeitungen in Belgien gearbeitet. Als Faktencheckerin der dpa in Brüssel hat sich sich auf Gesundheitsthemen spezialisiert. Laura spricht fließend Spanisch.

JOPPE NUYTS ist seit Anfang 2020 Faktenchecker der dpa in Brüssel. Zuvor hat er als Mulitmedia-Journalist für den Belgischen Rundfunk VRT NWS gearbeitet. Joppe begeistert sich für alle Arten der digitalen Recherche (OSINT).

DIETER EBELING kam im Jahr 1969 zur dpa. Seitdem hat er viele Jahre als Korrespondent in München, Paris, Nairobi, Brüssel, Hamburg, London und Berlin gearbeitet. Für ein Jahrzehnt war Dieter stellvertretender Chefredakteur der dpa. Im Ruhestand ist er dem Journalismus treu geblieben. Von Trier aus unterstützt er das Faktencheck-Team in Brüssel.

CLAIRE POEL hat Journalismus an der Hogeschool in Utrecht studiert, mit einem Auslandsjahr in Dänemark. Ihr Spezialgebiet: EU-Themen. Claire arbeitet seit Anfang 2021 als Faktencheckerin im dpa-Team Brüssel.
