Background

Faktograf is a non-profit online media outlet. They are the first and only Croatian media dedicated solely to fact-checking. Its purpose is to evaluate the accuracy and validity of statements of politicians, as well as other publicly relevant political actors. Since April 2019 Faktograf has been part of Facebook's Third Party Fact Checking program and is one of the signatories of IFCN's Code of principles.

Assessment Conclusion

Faktograf is one of the pioneers of fact-checking in the Balkans and as such has set standards for media actors not only in Croatia but the whole region. Despite publicly expressed pressure coming from different political and interest groups in Croatia, Faktograf managed to resist and keep its core values on a satisfactory level. In my opinion, they are an important partner to IFCN, and their approach toward fact-checking, and journalism as such, can only contribute to the fact-checking community. That being said, I think they deserve their status as the signatory to be renewed. Keep up the good work!

Faktograf je jedan od pionira fact-checkinga na Balkanu i kao takav je postavio standarde za medijske aktere ne samo u Hrvatskoj već za ceo region. Uprkos javno izraženim pritiscima različitih političkih i interesnih grupa u Hrvatskoj, Faktograf je uspeo da se odupre i zadrži svoje vrednosti na zadovoljavajućem nivou. Prema mom mišljenju, oni su važan partner IFCN-u, a njihov pristup proveri činjenica i novinarstvu kao takvom može samo da doprinese fact-checking zajednici. Zbog svega toga mislim da zaslužuju da im se status potpisnika koda principa obnovi. Samo tako nastavite!

Section 1: Eligibility to be a signatory

To be eligible to be a signatory, applicants must meet these six criteria

  • 1.1 The applicant is a legally registered organization, or a distinct team or unit within a legally registered organization, and details of this are easily found on its website.
  • 1.2 The team, unit or organization is set up exclusively for the purpose of fact-checking.
  • 1.3 The applicant has published an average of at least one fact check a week over the course of the six months prior to the date of application. For applicants from countries with at least 5 or more verified signatories need to have at least a fact check a week over the twelve months of publishing track. Consult to factchecknet@poynter.org for confirmation.
  • 1.4 On average, at least 75% of the applicant’s fact checks focus on claims related to issues that, in the view of the IFCN, relate to or could have an impact on the welfare or well-being of individuals, the general public or society.
  • 1.5 The applicant’s editorial output is not, in the view of the IFCN, controlled by the state, a political party or politician.
  • 1.6 If the organization receives funding from local or foreign state or political sources, it provides a statement on its site setting out to the satisfaction of the IFCN, how it ensures its funders do not influence the findings of its reports.

Faktograf is a non-profit media organization for the development of good journalism, critical thinking, and informed public (in Croatia). Good journalism puts information in context, emphasizes the essential, clarifies the vague. Faktograf’s vision is living in a society that shares a common factual reality - an informed society is a resilient society.

Faktograf.hr was created in 2015 as a joint project of Croatian Journalists' Association (HND) http://hnd.hr/eng/ and civil society organization Gong (http://gong.hr/en/), with the main purpose of fact-checking. HND was formerly registered as Faktograf's publisher. It was later changed to Gong being the sole publisher, and from November 2021, in agreement with Gong, journalists of Faktograf formed their own civil society organization Faktograf - Association for the Informed Public and continued with publishing their work on Faktograf.hr site.

Faktograf.hr has 3 main sections that are clearly marked and separated on our website. The editorial policy of each section is also clearly stated and available on our website: https://faktograf.hr/o-nama/

Faktograf fact-checks statements of Croatian politicians’ and top officials in a section called “Ocjena točnosti”.

Faktograf also debunks mis/disinformation on social media platforms, which we publish in a section called “Razotkriveno”. Since April 2019 we've been a partner in Meta's Third Party Fact Checking programme.

In the section called “Pod povećalom” Faktograf publishes more in-depth and analytical reporting. Articles in this section also adhere to the highest standards set in the IFCN’s Code.

Faktograf.hr strives to be a relevant non-profit media space where political life in Croatia will be treated in the manner of professional and ethical journalism, deprived of the influence of various particular interests.

Faktograf’s team is composed of nine people: Editor in Chief, Deputy Editor, Communications Editor, four journalists, executive director and a senior managing advisor. External experts and journalists are contracted on a regular basis to cover different topics of importance and public interest.

As a non profit fact-checking outlet, Faktograf is funded via publicly available Calls for Proposals.

The launch of Faktograf was financially supported by the National Endowment for Democracy (NED), the TechSoup Foundation, and the United States Department of State. The Faktograf project was partially funded with the support of the US Embassy in Zagreb.

Faktograf's work was funded through projects won in competitions of NED, Google's The Digital News Initiative Innovation Fund (through the Mosaic of Connections project), the Croatian Electronic Media Agency, the European Union through the Europe for Citizens program and through Facebook's Third Party Fact-Checking program.

Over the previous financial year, Faktograf was funded by National Endowment for Democracy (NED), The Balkan Trust for Democracy (BTD), The European Digital Media Observatory(EDMO), Croatian Electronic Media Agency and Meta's Third Party Fact-Checking program.

  • 2.5 The applicant sets out its policy on non-partisanship for staff on its site. Save for the issues of accuracy and transparency, the applicant’s staff do not get involved in advocacy or publicise their views on policy issues the organization might fact check in such a way as might lead a reasonable member of the public to see the organization’s work as biased.

We fact-check claims made by the members of the ruling party as well as the opposition, using the same standard of evidence. For example - we used the same standard for all the candidates in the local election campaign during 2021. We are focused on statements of public interest or on statements that are at the center of the public debate. We also debunk mis/disinformation on social media. During the previous year we focused our debunking efforts on exposing disinformation about Covid-19. We maintain coherent standards across fact-checks and debunks, following our stated research methodology.

I would suggest contacting people whose claims are being checked, whenever possible, in order to request clarification or comment on newly brought evidence.

Section 6: A commitment to an Open & Honest Corrections Policy

To be compliant on corrections policy, applicants must meet these five criteria

  • 6.1 The applicant has a corrections or complaints policy that is easily visible and accessible on the organization’s website or frequently referenced in broadcasts.
  • 6.2 The policy sets out clear definitions of what it does and does not cover, how major mistakes, especially those requiring revised conclusions of a fact check, are handled, and the fact that some complaints may justify no response. This policy is adhered to scrupulously.
  • 6.3 Where credible evidence is provided that the applicant has made a mistake worthy of correction, the applicant makes a correction openly and transparently, seeking as far as possible to ensure that users of the original see the correction and the corrected version.
  • 6.4 The applicant, if an existing signatory, should either on its corrections/complaints page or on the page where it declares itself an IFCN signatory inform users that if they believe the signatory is violating the IFCN Code, they may inform the IFCN, with a link to the IFCN site.
  • 6.5 If the applicant is the fact-checking unit of a media company, it is a requirement of signatory status that the parent media company has and adheres to an open and honest corrections policy.

Please provide a link to where you publish on your website your corrections or complaints policy. If you are primarily a broadcaster, please provide evidence you frequently reference your corrections policy in broadcasts.

Faktograf makes a correction openly and transparently, below the story. I would suggest including the date when the correction was made, so the readers know when the article was updated.

Within their "corrections and additions" page, Faktograf states that it is a signatory of IFCN's Code of principles and offers a link to the IFCN's complaints page for those believing they violated principles of IFCN's code.
