Organization: Fatabyyano project
Applicant: Moath Nabeel Althaher
Assessor: Sarphan Uzunoğlu
Background
Fatabyyano seems to be a successful actor against disinformation in the new media field within the conditions of the region where it operates. Although their employees don't fact-check claims regarding statements of politicians, Fatabyyano's current functioning is important against generic forms of false information spread on the Internet. In this respect, they are similar to fact-checking institutions of many countries in the world.
They focus on the main categories such as science, health, daily news, international news. Regional stories often do not contain political content. This reduces the risk of legitimacy for their operations.
We can say that Fatabyyano is an important IFCN signatory both due to the disinformation practices in the region where they work and the social benefits of their work.
Assessment Conclusion
It was a successful submission. Documents provided by the institution were satisfactory. I've checked all the documents about their legal status and they have a legitimate, legally regulated organizational structure. In terms of accountability and transparency of the organization, they provide a very good example.
Their web site was designed in a functional way. Both users and experts can easily find whatever they look for on the web site. Their search and claim modules work well. Their correction policy is attached to the claim submission page and it is good that users see it the first on mobile design as well. They also share public address and telephone numbers for people with questions which enable variety of users to share their claims and ask if they have any relevant questions. Their document sharing module for the claims work well too.
Their team page, which includes most relevant details about the employees, is transparent enough even if the geography they act in might need anonymity in some cases. However, their decision of not focusing on the political stories might have made it easier to stay transparent.
Financially and practically, their operation seems to be transparent enough. The way they operate encourages users to send their claims and it is easy to send claims for an average web user. Their use of social media is also satisfactory and enables people from different communities to understand their work.
Of course, as a digital outlet covering the whole MENA region, they need to localize their content more for creating more social impact. However, their existing operation is in accordance with IFCN's standards for signatories.

1. First answer is satisfying. Looking at the archive.org, I've been able to verify all those steps of their development.
2. Second answer is satisfying and explanatory. URL provided gives away relevant details about the organization and its employees. As requested, they are transparent about their employees.
3. Their activities are well explained with hyperlinks and them being recognized by internationally well-known outlets is a very good sign. There are articles, infographics, videos and photos as they submşitted on their web site. Their existing partners on the ground are very impressive. They've been able to establish partnerships with very interesting organizations with high reputation such as DW. Their work is recognized by EC as well.
4. Like many other IFCN partners, they are keen on keeping on collaborating with Facebook as a 3rd party fact-checker. Their objectives regarding some traditional activities such as workshops, training sessions and consultation are also acceptable. While the project of First Arabian Timeline FakeNews Tracker seems impressive, it seems to be a way to comprehensive project considering the scale of Arabian new media sphere. In addition, the show for children from 8-16 is a great project. So, all these missions seem relevant and applicable.

- 2.3 The applicant discloses in its fact checks relevant interests of the sources it quotes where the reader might reasonably conclude those interests could influence the accuracy of the evidence provided. It also discloses in its fact checks any commercial or other such relationships it has that a member of the public might reasonably conclude could influence the findings of the fact check.

1. the claim has a dangerously negative impact on society if the claim spreads like causing violence, spread hate speech, or affect individuals negatively on their Health for example.
2. How much the claim is spread ( Number of Likes, Shares, Retweets ) in the current time which decides how urgently the claim needs verification.

Their methodology is applied in the issues they covered.
Their method of "double fact-checking" seems to be realistic.
2 main criteria they are loyal to (negative impact on society and spreadability) seem to fit with criteria types provided by other IFCN members and fact-checking scholars, experts.
Each of their stories include the hyperlinked reference to story they cover (multimedia or text), the way they worked on the story, story that reflects the truthful version of the story, screenshots and texts that they use to verify their work on the claim.
In terms of non-partisanship, it is visible that they mostly cover international stories rather than national stories. Stories on science and nature are also frequently covered by them. It is an advantage in today's "highly polarized" media and politics environment. Especially, Covid-19 crisis have had a great impact on their organizational focus and they don't seem to have had a certain politically motivated approach other than social responsibility and their responsibility as a fact-checking organization.

Their methodology section is in their sub-menu. I think it can be made more visible to users rather than putting it under the menu item named "who we are". Accessibility of that section is very important for people to see how claims are selected etc.
2 main criterias they provide seem to be in accordance with many other actors. Negative impact on society that can trigger violence, hate speech and health related risks is an understandable and globally relevent criteria. Shareability and virality, in addition, is a valid criteria used by many other IFCN members as well.
Especially, their transparency page where they disclose their policy regarding how they choose stories, how they categorize, edit, proofread and verify the content is well visible and transmitted in an understandable way for people from different educational and class backgrounds.

We follow our methodology and Fact-checking transparency policy in responding to every claim:
We divide the Fact-checking Explanatory Article into 2 main parts
The FIRST is the claim part which contains the exact claim transcript without our editing (Most of the Claims) or a summary of the claims if the claim investigated is a long video:
- Then take a screenshot of the claim from the most popular or the most engaging post that shared the claim, then we cite this page name and description when the claim was published and How much engagement it got until the moment of writing the claim and we write this date. ThenWe describe the engagement or how much spread mainly by saying how many shares it got and how many views if it was a video this single claim post got.
We then search social media platforms for similar claim posts or by using tools like CrowdTangle and cite those in our review article to better clarify how widely spread this claim and also it helps in rating the claims for Facebook recently
example showing this:
If we suspect that the claim publisher will remove the video we keep a copy of it using different websites like Perma.cc to keep a copy of the video or the post to ensure that anyone read our review article can verify the content of the claim and contrast it with our response
example showing this here:
the Second part is the rating part where we describe the evidence we found and how we reached the rating of this claim
we follow our methodology and transparency policy to ensure that anyone can find the sources we used and repeat our process to ensure its validity
we use Google search tools as our main tool for fact-checking. we use google reverse image search to find the source of images mainly as well as videos we might encounter
example:
we use Google search to find sources related to the post we are investigating by trying different keywords that we think will lead us to more information about the post we investigate. we tend to use every possible clue in the post we investigate and use it in our search to make sure we reach the sources that are related to the post. we also use what we find from our search to further improve the keywords when looking for more sources and information.
example:
if the post is attributed to a person or institute, we make sure to try and contact the person or the institute to fact check they say that or not and whether they have any comment about the post we investigate and make sure to publish what they say in our post and on our website article about the post
example:
Fatabyyano contacted Egypt MOH for a claim verification:
Fatabyyano contacted the son of the famous doctor the claim said he is dead:
In related to videos, we always make sure to find the original video (using InVid, FramebyFrame then cut the video into Frames then using them to do a reverse search or by detecting any key word in the video which could help ) from which the clip was taken, we also check if the original video conveys the same message of the clip or not. we try also to contact the person in the clip if possible to get their comment about the clip under investigation.
example:
we make sure to consult an expert in the topics we face especially the posts that fall under scientific and religious category those categories are very sensitive and to make sure that our response is accurate and deliver the right message to the public
example:
We try to always to depend on the primary sources and official data for any post we fact check, we also don’t hesitate to speak with authority and ask for verification if that is what is required to fact check the post
example:
Fatabyyano contacted Egypt MOH for a claim verification:
we build our response upon multiple sources to ensure the credibility and the accuracy of our response and we rarely respond to a post with only one source
This is clear in the posts mentioned above and most of our Articles on our website

Their summaries include relevant text or multimedia that have the abstract characteristic needed.
Their use of Perma.cc is a good example of the methodological approach of the organization. In order to avoid the source of the claim to become inaccessible, this is an understandable method to adopt. Of course citation of page name and description, as a part of the process, is vital.
Measuring shareability of an item via Crowdtangle, also, a good sign of their loyalty to criteria.
Use of open data via tools such as Google is also a sign of randomization via automatization.
Their policy regarding getting in touch with institutions seem to be convincing, objective and in accordance with IFCN standards.
Content analysis that covers whole material is also a good way of fighting against information that is detached from its context.
Use of primary sources and official data (when reliable) is also understandable. However, considering the geography the fact-checkers work at, they need to be a little bit more cautious about official statements. This is where multiple sources get more important.
In summary, their way of working is randomized and they use a variety of methods and sources in the process of the research.

- 5.5 The applicant seeks where possible to contact those who made the claim to seek supporting evidence, noting that (I) this is often not possible with online claims, (II) if the person who makes the claim fails to reply in a timely way this should not impede the fact check, (III) if a speaker adds caveats to the claim, the fact-checker should be free to continue with checking the original claim, (IV) fact-checkers may not wish to contact the person who made the claim for safety or other legitimate reasons.

we mention this in details in our Methodology and our Fact-checking Guidelines.
But in briefly Fatabyyano depends on 2 main criteria when deciding if the claim is worth fact-checking and to select our Claims priorities
1. the claim has a dangerously negative impact on society if the claim spreads like causing violence, spread hates speech, or affect individuals negatively on their health for example.
2. How much the claim is spread ( Number of Likes, Shares, Retweets ) in the current time which decides how urgently the claim needs verification.

Both categories of criteria are legitimate and appliable as seen in the methodology and practice.

We try to always to depend on the primary sources and official data for any post we fact check, we also don’t hesitate to speak with authority and ask for verification if that is what is required to fact check the post
example:
Fatabyyano contacted Egypt MOH for a claim verification:
We use Google search to find sources related to the post we are investigating by trying different keywords that we think will lead us to more information about the post we investigate. we tend to use every possible clue in the post we investigate and use it in our search to make sure we reach the sources that are related to the post. we also use what we find from our search to further improve the keywords when looking for more sources and information.
example:
if the post is attributed to a person or institute, we make sure to try and contact the person or the institute to fact check they say that or not and whether they have any comment about the post we investigate and make sure to publish what they say in our post and on our website article about the post
example:
Fatabyyano contacted the son of the famous doctor the claim said he is dead:
In regarding reach the best result we don't hesitate to contact with other IFCN Fact-checking signatories, for example here we had a collaboration with the Quint; Indian Fact-checking signatory to Fact-check this Claim

This had been explained in our Fact-checking Guidelines
What is not fact-checkable by Fatabyyano:
1. Fatabyyano doesn't fact-check claims that are considered a politician's opinion
2. Fatabyyano doesn't fact-check posts that are private or limited to friends as these posts by their nature can't spread on a large scale.
3. Fatabyyano prioritizes the claims that are widely spread at the moment and we postpone claims with a low spread in our list of fact-checking.
notice: In Some Cases, Fatabyyano team can Fact-check claims with low spread currently if the team saw it will become viral soon.
4. Fatabyyano constricts its Fact-checking to claims spread in the MENA region in Arabic.
notice: Fatabyyano team can Internally fact-check a claim not spreading currently in the MENA region if they saw that it will come to the MENA region soon enough & publish it in the right time. as a way to be ready when the Fake Claim start to spread in the MENA region
If you are in doubt if these rules apply to the claim you want to send or not, don't hesitate to send it and we will inform you about the status of the claim after reviewing it.

They openly created a framework for claims that would be sent to them. They clearly stated what they don't fact-check. Like they claimed, they haven't fact-checked politicians' opinions, posts that are private, and posts that are not popular/viral.
Of course, it is debatable if politicians' claims should be part of their fact-checking activities or not and I think it triggers too many questions for the society since politicians are one of the most prominent actors of post-truth media environment.
