During 2019 (and since its foundation), Lupa worked to ensure high quality information for readers, monitoring important political and public actors and their activities - such as president Jair Bolsonaro’ speeches and goals, the work of Brazilian congressmen and interviews with former president Luiz Inácio Lula da Silva - and acting also in crisis situations in Brazil - such as fires in the Amazon. In addition, the agency addressed issues important to Brazilian society, such as violence against women and attacks on public high education, and fought misinformation in conversation circles and groups of messaging apps. Two major highlights of Lupa's work last year were verification of Greenpeace ship route in Atlantic Ocean during the fires in Amazon Forest (when the organization was accused by the federal government of not acting in the situation) and the exposure of the government's lack of transparency regarding amendments granted during Social Security System reform.

The list of links submitted by the applicant shows a diversity of fact-checks. All of the claims had great traction on social networks in Brazil in 2019. Even the evaluation of the reports made on political themes confirms a coherence with the topics that got viral. The themes chosen by Lupa faithfully reflect the environment of disinformation in Brazil.

Agência Lupa is very aware of the importance of being impartial and nonpartisan. That is why it asks its fact-checkers and employers to sign a document, agreeing with IFCN's Code of Principles. In this document, they also commit to keep themselves from getting involved with political parties and advocacy organizations while working for the company. All members of Lupa also receive an alert regarding what its direction think is a good public position in social media. The document is signed by employers once every year and a copy is sent to IFCN by email.

Sergio Lüdtke Assessor
18-Feb-2020 (4 years ago) Updated: 4 years ago

The organization does not support candidates, parties or policies. This is clear on the pages where Lupa informs its methodology, and it is also evident in the content that it publishes. In its application, Lupa mentions that it advises its employees do not get involved in political issues and do not manifest themselves on their social networks in favor of or contrary to any candidacy. Lupa informs that it annually sends IFCN copies of documents signed by its employees and in which they commit to these rules. IFCN confirms receipt of these copies, but perhaps this could be made visible to the public on the methodology pages on the organization's website.

Section 3: Transparency of Sources

Criterion 3a
Sources Policy
Please share a brief and public explanation (500 words max) of how sources are provided in enough detail that readers could replicate the fact check. If you have a public policy on how you find and use sources for your fact-checking, it should be shared here.

Lupa

All sources of information are revealed on our articles - except when a life is at risk. We always use hyperlinks on our texts so our readers can fact-check us anytime they want. Most of our work is based on public data. When we debunk content that is being shared on social media, we make sure to show the false information was actually running on those platforms and the amount of shares it had when we started working on it. This printscreen, however, never exposes a user by it's name or picture.

As a rule, Agência Lupa offers links to the sources it consults, which allows readers to retrace the path of the fact-checking. The agency also displays the contents of interviews or chats with sources that it does to clarify the facts and confirm its checks. This practice is also described on the page "Como a Lupa faz suas checagens?" (How does Lupa do its checks?) on the organization's website.

Section 4: Transparency of Funding & Organization

Criterion 4a

Evidence required: Please link to the section where you publicly list your sources of funding (including, if they exist, any rules around which types of funding you do or don't accept), or a statement on ownership if you are the branch of an established media organization or research institution.

Agência Lupa operation is supported by three pillars: selling content to other news media outlets, establishing partnerships with social media platforms in the fight against disinformation (as with Facebook in the Third-Party Fact-checking Program) and promoting educational activities and lectures of its directors through the agency’s educational arm, LupaEducação. In 2019, content activities represented 60% of the agency's revenue, while educational activities accounted for 40% of the total. Educational activities are paid for by digital platforms, state electoral courts, schools, universities, companies and, more recently, the United States Consulate in Brazil. Content activities are paid for by other media and digital platforms.

On the page entitled "Como é o nosso modelo de negóccios?" (How does our business model), on the Lupa website, the organization states that its operation is supported by three pillars: selling content to other media, establishing partnerships with social media platforms to combat disinformation (such as with Facebook in the Third-Party Fact-checking Program) and promote educational activities through the agency's educational stamp, LupaEducação. The organization also announces that in 2019, content activities represented 60% of the agency's revenue, while educational activities represented 40% of the total. The destination of its resources is also described on the page. The page information was updated in January 2020.

Readers are incentivized on the homepage to suggest verifications using a form. There is a well visible link to contact the organization by email. And Lupa draws attention to what is checkable and what cannot be checked as well.

Submitting claims for checking is quite easy on the Lupa website. There is a button with a link in the most visible area of the homepage. That link directs to a page in which the agency explaining what is checkable and what is not. The submission of claims is done through a specific form and that is the only way to send it to the agency.

Lupa also makes it clear that it has limited resources and is unable to verify all suggestions received.

Examples of corrections
Evidence required: Please provide two examples of a correction made, or correction requests handled, in the past year.

Sergio Lüdtke Assessor
18-Feb-2020 (4 years ago) Updated: 4 years ago

It was not possible to find a page listing all corrections made. Lupa makes corrections directly in the text of its checks. And the way how it is done is effective and very clear.

There are, however, different formats used in the two corrections submitted by the agency.

The first one informs a correction at the beginning of the text and a description of what was changed at the end. In this case, the text has been updated with the right version.

In the second one, there is no correction alert at the beginning. It is done only in the sequence of the text that has been corrected. Following, Lupa displays a copy of the previous version of the text, but in light gray color.

It is not clear whether the second format was used because it is a check of 10 statements in the same post or by another reason.
