  • 1.1 The applicant is a legally registered organization, or a distinct team or unit within a legally registered organization, and details of this are easily found on its website.
  • 1.2 The team, unit or organization is set up exclusively for the purpose of fact-checking.
  • 1.3 The applicant has published an average of at least one fact check a week over the course of the six months prior to the date of application. For applicants from countries with at least 5 or more verified signatories need to have at least a fact check a week over the twelve months of publishing track.   • 1.4 On average, at least 75% of the applicant’s fact checks focus on claims related to issues that, in the view of the IFCN, relate to or could have an impact on the welfare or well-being of individuals, the general public or society.
  • 1.5 The applicant’s editorial output is not, in the view of the IFCN, controlled by the state, a political party or politician.
  • 1.6 If the organization receives funding from local or foreign state or political sources, it provides a statement on its site setting out to the satisfaction of the IFCN, how it ensures its funders do not influence the findings of its reports.

Maldita.es was legally founded on September 27, 2018 under the name Maldita Association against disinformation: journalism, education, investigation and data in new formats Section: 1 • 1 National Number: 616385. Before 2018 Maldita was already an operating fact-checker but we didn’t have a legal entity: we were a group of journalists dedicated to a project in our spare time.

In the quest for Maldita.es to be transparent and supervised by civil society, a year ago it embarked on the path of becoming a foundation. The Maldita.es Foundation against disinformation: journalism, education, research and data in new formats, which only needs the Registry of Foundations to grant a registration number and while it works as a foundation in the process of formation. Maldita.es’ operations started to as non-profit media outlet to fight disinformation and promote transparency through fact-checking and data journalism techniques. In the coming year, we believe that we need to get much more involved in advising regulators on how to fight misinformation: we acknowledge that one of the risks that the current situation has is the fact that a bad internet regulation willing to tackle misinformation can damage freedom of speech and democracy as a whole and that our expertise should be put to service to prevent that.

We want to continue investing on developing technological tools that can help our fact-checking operations and others in the battle against misinformation and we also want to partner with researchers and incorporate academic profiles to our operation in order to conduct investigations using all the data around misinformation that we have gathered throughout the years.

We have no commercial, financial or institutional relationship to the state or political parties within our country or elsewhere. As part of our job we engage with politicians when asking them to correct data, when we fact-check their statements or when we need clarification on something. We are open to meeting all political parties as experts on our field and we have done so with all governments in office since we started operating.

We do have a commercial relationship with some local and regional governments for Media literacy courses and trainings in fact-checking that are not expected to represent more than 1’5% of our annual budget.

For 2020, Maldita.es has received 3 grants from public resources (the Spanish Government and the European Union) none of them are directly related to our fact-checking operation: they cover aside specific and predefined projects around technology understanding, research, media literacy and cybersecurity.

MALDITO BULO

We verify claims using the same standard for every piece. We do not concentrate our fact-checking on any one side, since we have a process in which we rank the viralization of disinformation according to its spread on social media together with the reports of our community. We follow the same process on every issue and search for the necessary data to debunk a piece of misinformation no matter who it may benefit. We select what we are going to debunk based on two variables:

Virality: It is measured according to reports from our community and virality on social networks such as Twitter and Facebook or if it is broadcast by a public figure or on a web page or media with public reach. We will not publish a denial of a hoax that has had practically no impact in order not to amplify it, except in dangerous situations.

Dangerousness: there are hoaxes that appear in particularly delicate crisis situations such as attacks or natural catastrophes, those that affect public health or social coexistence, which we will try to stop from the first moment we detect them.

The Maldito Dato team monitors the statements of Spanish politicians made publicly, that is, through the media, at events or through social networks. We do not concentrate our fact-checking on any one side but do not generate a false balance either: we listen approximately to the same amount of time from each political party and publish only fact-checks which are false or need further context.

The selection of the statements or messages that are verified is carried out through a weighting system that is based on the viralization of the statement itself or on the possible political or social repercussion it may have. We only check figures or statements based on alleged facts or statistics, not opinions.

  • 3.1 The applicant identifies the source of all significant evidence used in their fact checks, providing relevant links where the source is available online, in such a way that users can replicate their work if they wish. In cases where identifying the source would compromise the source’s personal security, the applicant provides as much detail as compatible with the source’s safety.
  • 3.2 The applicant uses the best available primary, not secondary, sources of evidence wherever suitable primary sources are available. Where suitable primary sources are not available, the applicant explains the use of a secondary source.
  • 3.3 The applicant checks all key elements of claims against more than one named source of evidence save where the one source is the only source relevant on the topic.
  • 3.4 The applicant identifies in its fact checks the relevant interests of the sources it uses where the reader might reasonably conclude those interests could influence the accuracy of the evidence provided.

To be compliant on funding and organization, applicants must meet these five criteria

  • 4.1 Applicants that are independent organizations have a page on their website detailing each source of funding accounting for 5% or more of total revenue for its previous financial year. All our strategy as an organization is related with talking back and forth with our audience. Section 5: A commitment to Standards and Transparency of Methodology

  • 5.5 The applicant seeks where possible to contact those who made the claim to seek supporting evidence, noting that (I) this is often not possible with online claims, (II) if the person who makes the claim fails to reply in a timely way this should not impede the fact check, (III) if a speaker adds caveats to the claim, the fact-checker should be free to continue with checking the original claim, (IV) fact-checkers may not wish to contact the person who made the claim for safety or other legitimate reasons.
  • 5.6 The applicant encourages users to send in claims to check, while making it clear what readers can legitimately expect will be fact-checked and what isn’t fact-checkable.

The claims checked by the applicant often come from online rumors, so in those cases the person who makes the claim is not contacted. When checking claims of politicians and other important actors, the person who claims them is often contacted.

Section 6: A commitment to an Open & Honest Corrections Policy

To be compliant on corrections policy, applicants must meet these five criteria

  • 6.1 The applicant has a corrections or complaints policy that is easily visible and accessible on the organization’s website or frequently referenced in broadcasts.
  • 6.2 The policy sets out clear definitions of what it does and does not cover, how major mistakes, especially those requiring revised conclusions of a fact check, are handled, and the fact that some complaints may justify no response. This policy is adhered to scrupulously.
  • 6.3 Where credible evidence is provided that the applicant has made a mistake worthy of correction, the applicant makes a correction openly and transparently, seeking as far as possible to ensure that users of the original see the correction and the corrected version.
  • 6.4 The applicant, if an existing signatory, should either on its corrections/complaints page or on the page where it declares itself an IFCN signatory inform users that if they believe the signatory is violating the IFCN Code, they may inform the IFCN, with a link to the IFCN site.
  • 6.5 If the applicant is the fact-checking unit of a media company, it is a requirement of signatory status that the parent media company has and adheres to an open and honest corrections policy.

In the past year several readers have reached out to us to correct information we han published. When that happens the editors who have a methodological vote revise the claim and how the fact-check has been done and if they conclude that the fact-check is subject to a correction it will be done following our public corrections policy as described on our website: https://maldita.es/politica-de-rectificacion/

We all screw up from time to time and at Maldita.es we believe that if that happens you have to rectify it. We promise to be transparent when correcting our own mistakes and to do so on maldita.es and on our social networks. If the errors affect the meaning of the verification, the word CORRECTION will go in the headline when it comes to rectifying.

Sometimes we add information to an article, change something or qualify a phrase that we think is not being well understood. Whenever we do, we mark it with an asterisk and explain at the end of the article what has changed and why it has.
