Background

In the last three decades, as Mongolia shifted from socialism to democracy, free press surged in numbers, currently reaching 500 media outlets for the small market of three million people. Even though the law guarantees press freedom, most media companies have political affiliations and highly dependent on advertisement revenue. According to the Media Ownership Monitor, only one out of ten Mongolian media outlets is actively transparent about its ownership. To my knowledge, most of the media companies do not have or do not reveal information about their legal status, newsroom policy, and structure. Most newsrooms do not have the knowledge and capacity to do fact-checking, therefore producing low-quality journalism.

Mongolian Fact-Checking Center, a unit of the legally registered NGO Nest Center for Journalism Innovation and Development, is one of the first two organizations doing professional fact-checking in Mongolia, to my knowledge. Its editorial team consists of three fact-checkers, including one editor. Since April 2020, when it published the first content, MFCC regularly updates the website with new fact checks. More than 80 percent of its fact checks focus on public interest topics such as COVID_19, air pollution. 

Assessment Conclusion

The applicant performs following the IFCN Code of Principles.

MFCC fact checks do not show any sign of partisanship and deliver the same high standard of evidence and judgment for each claim regardless of who made them. Its Fact-Checking Process document precisely describes its fact-checking methodology and mentions how the staff members are required to follow nonpartisanship and avoid conflict of interest in their fact-checking, daily work, and social media footprint.

MFCC provides various opportunities for readers to communicate with the editorial team, encouraging them to "Request Fact Check" by filling the form.

In all contents reviewed, the fact-check summaries were explained step by step in a way that enables readers to replicate the fact check on their own. MFCC cites multiple sources in all of their works and uses the best available primary sources. There was no evidence of bias towards the government, political parties, or politicians. The correction policy is clear and accessible for readers.

MFCC did an excellent job providing detailed information about its organizational structure, legal status, and professional background, and professional biographies/roles of all three fact-checkers, including one editor.

As we requested more detailed information on financial transparency, the applicant named (and published on its website) sources of income of its parent organization, which financially supports its operation.

To be eligible to be a signatory, applicants must meet these six criteria

  • 1.1 The applicant is a legally registered organization, or a distinct team or unit within a legally registered organization, and details of this are easily found on its website.
  • 1.2 The team, unit or organization is set up exclusively for the purpose of fact-checking.
  • 1.3 The applicant has published an average of at least one fact check a week over the course of the six months prior to the date of application. For applicants from countries with at least 5 or more verified signatories need to have at least a fact check a week over the twelve months of publishing track. Mongolian Fact-checking Center is set up exclusively for the purpose of fact-checking. The center employs 3 full-time fact-checkers, including the editor. And as a result of our previous trainings for potential volunteer fact-checkers, we receive fact-checks to be edited and commented from time to time. But no fact-check from a volunteer has been published to date. But volunteers have helped us with translations for information to be posted on our Facebook page to raise awareness on misinformation, tools and techniques for fact-checking. All the three full-time employees engage in the fact-checking operation, but whether to fact-check certain claim or whether to post it are decided by the editorial team, with the editor, myself, making the final call. We do not post specific names of the fact-checker, who mainly worked on the fact-check for the following reasons: 1) Fact-check is normally not done with just one person. If we look at our fact-checks, there is none that was conducted by one person alone, 2) Mongolia is a small country. Therefore, by posting names of each fact-checker, we think we are increasing the chances that our fact-checkers will be contacted by a person whose claims have been denied causing personal and physical threats.    

Our initiative started on a Facebook page, where we initially planned to start fact-checking to train ourselves and create a handbook for journalists in order to develop a new approach to recognizing trusted sources, as part of UZEG platform (a web-based platform aimed at supporting freelance journalists by making it easier for them to operate online and thus diversifying the topics that are being covered), which is being developed by Mongolian Fact-checking Center's parent organization. But as we started to understand the idea of fact-checking better, we realized that we shouldn't belittle the cause to a mere training manual. We decided to make it a distinct unit with independent editorial policies and a long term development plan in sight, which includes becoming an IFCN certified operation. 

Mongolian fact-checking Center's vision is to increase the media literacy of the public, help them to use information as a tool to improve their livelihoods by the act of fact-checking. The information can be found here: http://mfcc.mn/about-us.html

Now, Mongolian Fact-checking center carries out in-person trainings from time to time, depending on the number of requests received at our  Facebook page, Twitter account or other channels, and we also participated in a nation-wide research on the "State of misinformation during Mongolia's parliamentary election of 2020", led by the Press Institute of Mongolia, with focus on Facebook. We try to engage in surveys and researches that will help us better understand the state of misinformation and media literacy in Mongolia as much as possible. 

The following are our short-term plan or 2021: 

1. Get certified by IFCN. This will greatly help us in getting approval from the public. Now for an average Mongolian reader, our operation may seem like a small initiative carried out by three women who have nothing else to do. Getting certified by IFCN will help us engage in more readers and advocates for media literacy.   

2. Train and recruit at least one more fact-checker who will help us do reporting on place and monitor the general news flow of the day to better identify red flags. 

3. Raise awareness of more people by making our volunteer fact-checker trainings frequent. Although, we do not receive many qualified fact-checks from volunteers, we believe that carrying out trainings is an effective way to convert naive news consumers to smarter ones. We also want to start rewarding qualified fact-checkers for the time and effort they put into the act of fact-checking in case the works are publishable after editorial inspection. 

4. Increase the number of weekly fact-checks to at least 2. 

5. Train ourselves better to utilize better and more effective tools and practices. 

6. Start collaboration with scientists, experts in certain fields and engineers who will help us better interpret professional information and use online tools more effectively.

The applicant has also provided a copy of the Nest Center for Journalism Innovation and Development’s order with its plan for 2021, to prove that MFCC is a unit solely dedicated to fact-checking.

The applicant provided a list of 41 fact-checks published from April 1st to December 30th, 2020, and identifies, for each, a brief explanation of the main subject in English. When tracked from the website, the original versions of the fact-checks published in Mongolian, the description, number, and dates all seem accurate. Here is the timeline of the contents published:

Since April 1st, 2020, MFCC regularly updates the website with new fact-checks, though it does not produce fact-checks every week. There is only one fact-check published in July 2020, whereas 11 fact-checks were published in November 2020. Within a timeframe of 6 months before application total of 24 fact-checks were published, equaling approximately one fact-check per week, which makes this criterion compliant.

Since January 2021, though, the website was updated with the new fact-checks almost every week, publishing on average 4-6 contents per month. According to the organization's short-term plan, it plans to increase the number of weekly fact-checks to at least 2.

Our fact-checks have concentrated more on claims related to coronavirus remedies, patient management, huan rights issues around the covid outbreak and personal information security issues, mainly phishing.

In total, 19 fact checks were published over October, November, and December 2020. Most of these contents (about 80 percent) cover COVID_19 related topics, such as misinformation on remedies, human rights issues regarding the lockdown, government regulation confusion. There were also few fact-checks on other public interest topics, such as air pollution and external trade. Overall, well above 90 percent of the fact checks published over the previous three months before the application was related to public interest issues.

The following are links to 10 fact-checks that we believe will demonstrate our non-partisanship. In terms of the number of the fact-checks made, majority have debunked or approved the claims made by the ruling party. We hope this will not be interpreted that we support the the opposition. 

We would like the assessor to understand that the number of fact-checks made are the reflection of the representation of parties in the parliament. The current parliament comprises of Democratic Party, the opposition have 11 members, 7 of whom are first-time elected with less experience, 1 member from the Mongolian labor party, a new political force acting as the third force and the leading Mongolian People's Party have 64 members in the parliament. 

Also, due to the covid outbreak, and the political intervention of it in Mongolia, we had to fact-check official claims made by the Ministry of Health multiple times as it strongly misrepresented what the WHO had said, especially in terms of myths about remedies and patient management. 

We picked the most politicized topics in Mongolia as representations of our fact-checks to show that we are bipartisan and use the same standards to decide to fact-check and post every fact-check that we do.

In short, Mongolian Fact-checking center's fact-checkers are required to reach out to all possible sources starting with primary source, secondary source, an expert in the field where necessary and use online tools to validate claims made by sources (sources can either be humans or data, reports etc), weigh the information that have been collected before making a verdict.

In short, we choose to fact-check claims based on our purposes for fact-checking, which are to prevent the public from potential harms due to consuming misinformation, educate the public and to decrease the spread of misinformation.

It states that the public interest topics such as economy, education, environment, governance, health, and human rights will be prioritized, and claims to fact-check will be selected based on MFCC’s purposes to:

Mongolian Fact-checking Center's staff are allowed to have political beliefs as it's a basic human right, but are forbidden to post it publicly and advocate for their beliefs even on their personal social media accounts. They are also required to disclose all previous affiliations with any political parties and the nature of relationship, and hold the highest ethical standards to meet MFCC's Ethics standards, which is the direct translation of IFCN's 5 key principles.

All fact-checkers (currently the policy is applied only to fact-checkers and editors as this is the only position we have) are required to follow this ethical standards in their daily operations and in their social media footprint. If they are found to be in violation of these policies, they will be immediately required to leave the center. As this is an internal management procedure, this is regulated by the labor contract we sign with the fact-checkers.

Section 3: A commitment to Standards and Transparency of Sources

To be compliant on sources, applicants must meet these four criteria

  • 3.1 The applicant identifies the source of all significant evidence used in their fact checks, providing relevant links where the source is available online, in such a way that users can replicate their work if they wish. In cases where identifying the source would compromise the source’s personal security, the applicant provides as much detail as compatible with the source’s safety.
  • 3.2 The applicant uses the best available primary, not secondary, sources of evidence wherever suitable primary sources are available. Where suitable primary sources are not available, the applicant explains the use of a secondary source.
  • 3.3 The applicant checks all key elements of claims against more than one named source of evidence save where the one source is the only source relevant on the topic.
  • 3.4 The applicant identifies in its fact checks the relevant interests of the sources it uses where the reader might reasonably conclude those interests could influence the accuracy of the evidence provided.

We believe the source is the most important element in a fact-check, therefore we aim to state the sources that we use in our fact-checks as clearly as possible, while trying not to compromise the readability of the fact-check. Therefore, we state all the key sources that led us to the verdict in the main body of the fact-check and list all other relevant or discovered to be irrelevant sources at the foot of each fact-check accompanied with list of tools that we have used wherever applicable.

In all stories reviewed, the fact-check summaries were explained step by step in a way that enables readers to replicate the fact check on their own. In some contents, the list of all sources (primarily open-source documents, links to the original articles if other media reportings were quoted) was provided at the end of the fact check, or in a separate list on the right side of the content. In some cases, the sources were hyperlinked, some of the hyperlinks were not working, showing an error, which could be a minor technical issue that the team needs to address.

We aim to reach out to primary sources wherever possible, and we state the fact that we have approached to the primary source in each of our fact-checks accompanied with information on whether it as been successful. We try to state a clear information about who the primary source is in cases it would not compromise the physical safety or the livelihood of the person. In case the primary source is a document or a report, we always mention it with the link to the file or the attachment of the file itself. There are cases that when we approach the primary source, they try to influence our operation and make us cancel publishing the findings. Almost all of the reviewed fact-checks use the best available primary sources, and all of them were listed or hyperlinked, making it easy for readers to fact-check on their own. In few examples, secondary sources referred to other news media stories and social media posts of officials, though the process of fact-checking was appropriately explained.

The political situation in Mongolia makes it hard even to believe official policy organizations' claims, therefore we reach out to multiple sources starting from primary source, a person who have been a witness to the event and use reports, data or tools that could validate the claims made by humans.

Section 4: A commitment to Transparency of Funding & Organization

To be compliant on funding and organization, applicants must meet these five criteria

  • 4.1 Applicants that are independent organizations have a page on their website detailing each source of funding accounting for 5% or more of total revenue for its previous financial year. This page also sets out the legal form in which the organization is registered (e.g. as a non-profit, as a company etc).
  • 4.2 Applicants that are the fact-checking section or unit of a media house or other parent organization make a statement on ownership.
  • 4.3 A statement on the applicant’s website sets out the applicant’s organizational structure and makes clear how and by whom editorial control is exercised.
  • 4.4 A page on the applicant’s website details the professional biography of all those who, according to the organizational structure and play a significant part in its editorial output.
  • 4.5 The applicant provides easy means on its website and/or via social media for users to communicate with the editorial team.

Mongolian Fact-checking center operates at the office of the Nest Center for Journalism Innovation and Development at no cost to the center. It is financially supported by the Nest center for Journalism Innovation and Development NGO for staff salary, and as of today, MFCC does not have any revenue and does not expect to earn commercial revenue from its fact-checking operation. Nest Center for Journalism Innovation and Development NGO supports its own operations and MFCC's through grants, through media market research service, paid training for journalists and through social marketing advisor service it provides to media sector customers. 

The Nest Center has received grants to run its operation supporting the media sector from the IWMF (International Women in Media Foundation) in 2020 and EJN (Environmental Journalism Network) in 2021. The Nest Center has also provided social marketing advisor service to the Independent Authority Against Corruption, advising them on how to deliver messages to raise awareness on corruption efficiently to the public, to the National Gender Committee to help raise public awareness on gender stereotypes through legacy and social media. 

Another source of revenue for the Nest center was a market research conducted with support from People in Need Mongolia, a Mongolia branch of an international NGO. The study was themed "News Consumption Trends in Ulaanbaatar". 

The Nest Center aims to have all its operations - paid and not paid to best tailor for the needs of news consumers.

  • 5.5 The applicant seeks where possible to contact those who made the claim to seek supporting evidence, noting that (I) this is often not possible with online claims, (II) if the person who makes the claim fails to reply in a timely way this should not impede the fact check, (III) if a speaker adds caveats to the claim, the fact-checker should be free to continue with checking the original claim, (IV) fact-checkers may not wish to contact the person who made the claim for safety or other legitimate reasons.
  • 5.6 The applicant encourages users to send in claims to check, while making it clear what readers can legitimately expect will be fact-checked and what isn’t fact-checkable.

In most cases, MFCC seeks to contact those who made the claim, provides their responses, mentions additional information obtained from them, explains if they fail to reply in their published fact checks. Even though most of the fact checks are based on the claims that appear online, on social media, the applicant verifies the reliability of the social media account that posted the claim and tries to reach for the supporting evidence.

However, there were few cases where those who made the claim did not have an opportunity to respond, to provide supporting evidence (or at least it was not appropriately explained if the applicant tried to reach):

Section 6: A commitment to an Open & Honest Corrections Policy

To be compliant on corrections policy, applicants must meet these five criteria

  • 6.1 The applicant has a corrections or complaints policy that is easily visible and accessible on the organization’s website or frequently referenced in broadcasts.
  • 6.2 The policy sets out clear definitions of what it does and does not cover, how major mistakes, especially those requiring revised conclusions of a fact check, are handled, and the fact that some complaints may justify no response. This policy is adhered to scrupulously.
  • 6.3 Where credible evidence is provided that the applicant has made a mistake worthy of correction, the applicant makes a correction openly and transparently, seeking as far as possible to ensure that users of the original see the correction and the corrected version.
  • 6.4 The applicant, if an existing signatory, should either on its corrections/complaints page or on the page where it declares itself an IFCN signatory inform users that if they believe the signatory is violating the IFCN Code, they may inform the IFCN, with a link to the IFCN site.
  • 6.5 If the applicant is the fact-checking unit of a media company, it is a requirement of signatory status that the parent media company has and adheres to an open and honest corrections policy.

There have been one request which we received through our Facebook Page before the launch of our website. We received the request, examined the situation and discovered that we made a mistake, accepted the request and published the correction on the Facebook Page. Regardless of the platform, we followed the same corrections policy. Evidence can be found from the attachment.

The applicant provides an example of a correction posted on its Facebook page, which happened before its website launch. The corrections note appears at the beginning of the fact check allowing users to see what precisely was corrected.

And the parent company's pledge to adhere to the correction's policy is guaranteed by the order of Nest center for Journalism Innovation and Development NGO's Chairman dated May 6th, 2020 attached here, on article 9. 

P.S: The parent company does not own a website.

Nest Center for Journalism Innovation and Development, the parent media company of the MFCC, does not own a website. The applicant attached an official document of the order by its chairman, which says that the Nest center for Journalism Innovation and Development NGO approves and adheres to the correction policy for the MFCC.
