Background

Prova dos Factos is the fact-checking section of Público, a newspaper based in Portugal and founded in 1990. Created in 2016, Prova dos Factos started publishing fact checks more frequently since 2020. Currently, all editorial staff at the newspaper can post fact-checks, expanding both the production capacity and the diversity of topics that receive the publication's attention.

Prova dos Factos is still not a signatory to the IFCN Code of Principles.

Assessment Conclusion

The fact-checks published by Prova dos Factos follow a clear and transparent methodology. The reports maintain a rigid structure, which privileges the context so that the interests involved in the narratives are apparent. While reports are typically short, they are accurate, consult appropriate sources, and use the most relevant evidence to reach irrefutable conclusions. This fixed structure is also a facilitator for all newsroom professionals to participate in fact-checks and publish in the Prova dos Fatos section. As a result, more journalists use verification techniques and tools, improving the quality and agility of the investigative response in times of high demand for verification, such as the election period.

Prova dos Factos is also very open to dialogue with readers, offering several points of contact. But it is very recommended that it clarify the process of choosing the topics to be investigated and what happens with the requests forwarded by them.

The first “Prova dos Factos” was published in May of 2016 and since 2020 it is published more often. Our main goal is to explain to our readers the truth behind some facts presented by key actors in our society, such as politicians, economists or sports agents.

Due to the growing number of people using social media tools to reach news, we also pay attention to disinformation campaigns on those same tools (Facebook, Twitter or Instagram).

All our journalists are used to work for “Prova dos Factos”. From the seniors to the youngest reporters on our team, all of them have already done one article to be published both online and in the print edition of PUBLICO.PT.

We also have a monthly newsletter, where we send some selected articles.

During 2022, we have created different goals. To explain two of them, in the beginning of the year, we will have general elections in Portugal. Taking into account the polarization of the political environment, we will give particular attention to this moment. COVID-19 is here to stay….and it’s a topic used by several disinformation agents. We will also pay extra attention to this topic.

2) The applicant informed that all journalists in the Publico's newsroom are qualified to publish fact-checks, but there is no information on the website which the section editors are nor their roles.

3) The different formats of publication of the fact-checks made by the applicant are described.

4) The general elections in Portugal and the persistence of misinformation about the covid-19 pandemic are the main focus of attention of Prova dos Factos for this year.

Section 2: A commitment to Non-partisanship and Fairness

To be compliant on nonpartisanship and fairness, applicants must meet these five criteria

  • 2.1 The applicant fact-checks using the same high standards of evidence and judgement for equivalent claims regardless of who made the claim.
  • 2.2 The applicant does not unduly concentrate its fact-checking on any one side, considers the reach and importance of claims it selects to check and publishes a short statement on its website to set out how it selects claims to check.
  • 2.3 The applicant discloses in its fact checks relevant interests of the sources it quotes where the reader might reasonably conclude those interests could influence the accuracy of the evidence provided. It also discloses in its fact checks any commercial or other such relationships it has that a member of the public might reasonably conclude could influence the findings of the fact check.
  • 2.4 The applicant is not as an organization affiliated with nor declares or shows support for any party, any politician or political candidate, nor does it advocate for or against any policy positions on any issues save for transparency and accuracy in public debate.
  • 2.5 The applicant sets out its policy on non-partisanship for staff on its site. Save for the issues of accuracy and transparency, the applicant’s staff do not get involved in advocacy or publicise their views on policy issues the organization might fact check in such a way as might lead a reasonable member of the public to see the organization’s work as biased.

Criteria 2.1
Proof you meet criteria
Please share links to 10 fact checks published over the past year that you believe demonstrate your non-partisanship.
Please briefly explain how the fact checks selected show that (I) you use the same high standards of evidence for equivalent claims, (II) follow the same essential process for every fact check and (III) let the evidence dictate your conclusions.

  • 5.3 The applicant sets out in its fact checks relevant evidence that appears to support the claim as well as relevant evidence that appears to undermine it.
  • 5.4 The applicant in its fact checks assesses the merits of the evidence found using the same high standards applied to evidence on equivalent claims, regardless of who made the claim.
  • 5.5 The applicant seeks where possible to contact those who made the claim to seek supporting evidence, noting that (I) this is often not possible with online claims, (II) if the person who makes the claim fails to reply in a timely way this should not impede the fact check, (III) if a speaker adds caveats to the claim, the fact-checker should be free to continue with checking the original claim, (IV) fact-checkers may not wish to contact the person who made the claim for safety or other legitimate reasons.
  • 5.6 The applicant encourages users to send in claims to check, while making it clear what readers can legitimately expect will be fact-checked and what isn’t fact-checkable.

In the fact-checking reports published by Prova dos Factos and assessed by this assessment, it was possible to observe the use of consistent evidence that supported the conclusions of the checks without any doubts about these conclusions.

Unlike other fact-checking initiatives, Prova dos Factos doesn't have a dedicated team and publishes fact-checking reports written by journalists from different areas of the newsroom. Even so, it is possible to affirm that the standards applied to the evidence are maintained, regardless of who has carried out the investigation or who is the target of it.

The fixed structure of the fact-checking reports - which display, in this order: the object of investigation, the context, the facts, and the summary with the conclusion - probably favor the application of its standards.

In most fact-checking reports conferred, there was no search for the claims authors or comments about unsuccessful contact attempts. The sources consulted brought enough evidence to finish the investigation in these fact-checks.

In Prova dos Factos, we also have a WhatsApp number for suggestions and an email. It is visible at the top of our website. Readers are welcomed to give new inputs when they see something relevant. We use it to answer every single new input and pay attention to all relevant suggestions from users.

There are several points on the website where readers are informed of the possibility of suggesting a claim for verification. The "O que é a Prova dos Factos?" page also encourages readers to submit suggestions for the section. It is unclear to readers what will happen to their requests, nor what will indeed not be verified because it does not fall within the scope of verification of Prova dos Factos.

Section 6: A commitment to an Open & Honest Corrections Policy

To be compliant on corrections policy, applicants must meet these five criteria

  • 6.1 The applicant has a corrections or complaints policy that is easily visible and accessible on the organization’s website or frequently referenced in broadcasts.
  • 6.2 The policy sets out clear definitions of what it does and does not cover, how major mistakes, especially those requiring revised conclusions of a fact check, are handled, and the fact that some complaints may justify no response. This policy is adhered to scrupulously.
  • 6.3 Where credible evidence is provided that the applicant has made a mistake worthy of correction, the applicant makes a correction openly and transparently, seeking as far as possible to ensure that users of the original see the correction and the corrected version.
  • 6.4 The applicant, if an existing signatory, should either on its corrections/complaints page or on the page where it declares itself an IFCN signatory inform users that if they believe the signatory is violating the IFCN Code, they may inform the IFCN, with a link to the IFCN site.
  • 6.5 If the applicant is the fact-checking unit of a media company, it is a requirement of signatory status that the parent media company has and adheres to an open and honest corrections policy.

Criteria 6.1
Proof you meet criteria
Please provide a link to where you publish on your website your corrections or complaints policy. If you are primarily a broadcaster, please provide evidence you frequently reference your corrections policy in broadcasts.

O que acontece em casos de erro da Prova dos Factos?

The applicant provided a link to the Público Stylebook (PDF file). Although there are many references to errors in the document, no description of an error correction policy was found in the 304-page document. The Stylebook refers to a "Público Errou" (Público was wrong) section, but this section is not visible on the website. A search on the website leads to some publications that bring at the end of the text a paragraph with corrections that uses the subheading "Público Errou." But the most recent text found with these characteristics is from 2017.

The lack of a visible and accessible corrections policy causes the applicant to not comply with this criterion.

The applicant discloses its error correction policy on the page where it also describes the methodology of its fact-checking. In this section, Público informs its readers that it maintains the same strategy in Prova dos Factos used in all other areas. All readers can send a correction request by email directly to the authors or the fact-checking section.

The applicant undertakes to analyze the suggestions received and change the text if justified. Accepted the recommendation, Público includes a reference at the end of the text indicating what was changed and when it made the change.

The error correction policy does not describe what it does or what it does not cover. Still, random access to pages from the fact-checking section and other editorials makes it possible to confirm that the editors care for accuracy. The evaluation found updates made even to make secondary information more accurate.

When it happens, in PÚBLICO we have a model to show it on our website.

At the end of the article, we (in bold and italic) explain the changes performed in the article.

PÚBLICO also has a Provedor do Leitor (ombudsman) who readers can send complaints about any article they have read. It is published one day per week. Provedor do Leitor contacts the journalist responsible for the article and he or she explains how the article was done.

PÚBLICO is the only newspaper in Portugal to have a Provedor do Leitor figure.

Here you may find an example of a "Prova dos Factos" that was changed after a feedback from one of our readers: https://www.publico.pt/2021/11/17/politica/noticia/ps-psd-empatados-sondagens-ate-2019-1985318

The commitment to error correction is explained in Público's Style Book. There are three items (88, 89, and 90) that reference this commitment in the 304-page manual. Item 90 describes how corrections should be taken to online publications. The text aligns with the policy statement added to the page describing the Prova dos Factos methodology.

The evaluation proved the application of the policy in some updates randomly accessed. All the corrections informed the date and time of the update and what content was changed.
