- 1.4 On average, at least 75% of the applicant’s fact checks focus on claims related to issues that, in the view of the IFCN, relate to or could have an impact on the welfare or well-being of individuals, the general public or society.
- 1.5 The applicant’s editorial output is not, in the view of the IFCN, controlled by the state, a political party or politician.
- 1.6 If the organization receives funding from local or foreign state or political sources, it provides a statement on its site setting out to the satisfaction of the IFCN, how it ensures its funders do not influence the findings of its reports.

Stopfake.org is the flagship project of non-governmental organization “Media Reforms Center”. 1. On March 2, 2014 Kyiv Mohyla Journalism School lecturers, graduates and students along with the KMA Digital Future of Journalism project launched the Stopfake.org factchecking site. Stopfake is a flagship project of the non-governmental organization “Media Reforms Centre” located in Ukraine. Journalists, editors, IT specialists, translators, all those who cared about the future of Ukraine during this dangerous time of the annexation of Crimea and the war in eastern Ukraine joined the project. Initially the goal of the project was to verify and refute disinformation and propaganda about events in Ukraine being circulated in the media. Eventually the project grew into an information hub where we examine and analyze all aspects of Kremlin propaganda. We not only look at how propaganda influences Ukraine, we also try to investigate how propaganda impacts on other countries and regions, from the European Union to countries which once made up the Soviet Union.

Media Literacy
In order to draw the attention of Ukrainian audiences to the problems of media literacy and to encourage more critical consumption and evaluation of the media, we launched an information campaign that includes production and broadcasting of social ads on media literacy in the media.
A national media literacy campaign in partnership with Facebook. (2019 - for now). The content of the campaign was to promote 9 media literacy tips developed by the British FullFact community of fact-checkers https://fullfact.org/toolkit/ on StopFake's Facebook page.

We are a journalists’ organization whose primary goal is to verify information, raise media literacy in Ukraine and establish a clear red line between journalism and propaganda. Verification of information should be based on non-biased debunking with usage of information from open sources (information from official websites – institutions and organizations, statistical data from official bodies and sociological research groups; comments from leading experts, officials and international experts). Special tools for verification photos and videos are useful here as well.
Presented fact-checks are showing the same principles that StopFake is using in its materials, - to use all significant evidence, provide relevant links to all sources of evidence, to add comments of experts in topics where clarification is needed.
For example, the debunking of the fake post in social media that graphene, metal fragments and helminths can be found in the blood of those vaccinated against COVID-19 StopFake used comments of the biologist Olesenko Anna and all other evidence about safety of vaccines against COVID-19 that could be find in open sources. The same principle was used in the debunking of the story that in Ukraine the government allegedly punishes citizens who save gas. Here we used comments of expert on communal services Oleg Golubenko and member of the National Commission for State Regulation in the Sphere of Energy and Utilities Olga Babiy
Fake story about «Ukrainian railways» that allegedly stops all passenger trains from January 11 has been refuted by using official comments from representatives of «Ukrtransbezopasnost», and we also asked for a personal comment to clarify the information for the debunking.
The debunking of the fake story that president Zelensky's motorcade got into a mass accident in the Carpathians included both the use of video and image verification tools and the request for a personal comment from the author of the video.
In fakes related to history, we are trying to use not only open sources, but also the comments of historians who specialize in the period about which false information is being disseminated. For example, in the debunking of fakes dedicated to one of the leaders of the Organization of Ukrainian Nationalists Stepan Bandera we were using comments of the Dean of the Faculty of History of the Taras Shevchenko National University of Kyiv, Doctor of Historical Sciences Ivan Patrylyak and researcher at the National Museum-Memorial of the Victims of the Occupation Regimes «Prison on Lontskogo», Doctor of Humanities, Olesya Isayuk. We used the same principle in debunking the claim about the photo that allegedly shows how residents of Lviv «joyfully greet» the «liberators». In the photo, a man kissed the hand of a Nazi soldier. Verification of photos with open source tools and comments of historians helped us to prove that this story is mistakenly attributed to Lviv residents.

In order to identify false or questionable information, our team members conduct regular monitoring of messages from mainly traditional and online media but also occasionally from social networks.
The fakes that Stopfake checks and refutes traditionally mostly relate to, but are not limited to Russian disinformation. Information subject to fact checking may include, but is not limited to television or radio stories, publications in the media or on the sites that are not officially registered media, posts on social networks in certain thematic groups, made by both well-known bloggers and regular users.

Section 5: A commitment to Standards and Transparency of Methodology
To be compliant on methodology, applicants must meet these six criteria
- 5.1 The applicant publishes on its website a statement about the methodology it uses to select, research, write and publish its fact checks.
- 5.2 The applicant selects claims to check based primarily on the reach and importance of the claims, and where possible explains the reason for choosing the claim to check.
- 5.3 The applicant sets out in its fact checks relevant evidence that appears to support the claim as well as relevant evidence that appears to undermine it.
- 5.4 The applicant in its fact checks assesses the merits of the evidence found using the same high standards applied to evidence on equivalent claims, regardless of who made the claim.
- 5.5 The applicant seeks where possible to contact those who made the claim to seek supporting evidence, noting that (I) this is often not possible with online claims, (II) if the person who makes the claim fails to reply in a timely way this should not impede the fact check, (III) if a speaker adds caveats to the claim, the fact-checker should be free to continue with checking the original claim, (IV) fact-checkers may not wish to contact the person who made the claim for safety or other legitimate reasons.
- 5.6 The applicant encourages users to send in claims to check, while making it clear what readers can legitimately expect will be fact-checked and what isn’t fact-checkable.

Section 6: A commitment to an Open & Honest Corrections Policy
To be compliant on corrections policy, applicants must meet these five criteria
- 6.1 The applicant has a corrections or complaints policy that is easily visible and accessible on the organization’s website or frequently referenced in broadcasts.
- 6.2 The policy sets out clear definitions of what it does and does not cover, how major mistakes, especially those requiring revised conclusions of a fact check, are handled, and the fact that some complaints may justify no response. This policy is adhered to scrupulously.
- 6.3 Where credible evidence is provided that the applicant has made a mistake worthy of correction, the applicant makes a correction openly and transparently, seeking as far as possible to ensure that users of the original see the correction and the corrected version.
- 6.4 The applicant, if an existing signatory, should either on its corrections/complaints page or on the page where it declares itself an IFCN signatory inform users that if they believe the signatory is violating the IFCN Code, they may inform the IFCN, with a link to the IFCN site.
- 6.5 If the applicant is the fact-checking unit of a media company, it is a requirement of signatory status that the parent media company has and adheres to an open and honest corrections policy.

Our audience can always contact us by sending a letter to our e-mail address - stopfake.corrections@gmail.com, clearly indicating the link to the publication, the title of the article, the category (for example, "News") and briefly describing the problem. At the same time they have the possibility to contact us by leaving comments on our accounts in social networks. Also, when Facebook users receive a notification from us that they spread inaccurate information, they automatically have a feedback form where they can contact us, dispute our fact-check.

Through our email for correction requests, we receive about 20 letters per month with a request to remove the rating from Facebook publications. In all cases, users agreed with our debunkings and rewrote their publications in accordance with our fact-checking materials. At the same time, our readers can report to us about any inaccuracies in the materials which we correct immediately after the request. For example, one of our users pointed out that in the material about the shelling of a kindergarten in Luhansk region, instead of the phrase "non-government-controlled territory", we mistakenly used "controlled territory". We changed that immediately. Also, due to technical problems, some social media posts were mistakenly rated by our fact checks. We have resolved this issue with service support of Facebook and fixed this problem.
