  • 1.5 The applicant’s editorial output is not, in the view of the IFCN, controlled by the state, a political party or politician.

Tempo is an independent media group in Indonesia that focuses on quality and investigative journalism. We have three platforms: weekly magazine, daily newspapers, and an online website (Tempo.co). Fact-checking is our latest project to strengthen our service for our growing digital audience. This initiative was first launched four years ago during Jakarta's governor election. At that time, we fact-checked candidates' claims in the election debates and misinformation-disinformation campaigns surrounding the election.

Our initiative in fact-checking was first launched four years ago during Jakarta's governor election. At that time, we fact-checked candidates’ claims in the election debates and misinformation-disinformation campaigns surrounding the election. Then, we made a dedicated channel for our fact-checking work which can be accessed at this link: https://cekfakta.tempo.co. This channel, which is named CekFakta Tempo, was launched in January 2018. Our fact-checking team comprises personnel who are working under the Tempo Media Lab division. It has one fact-checking team coordinator responsible for managing the fact-checking channel operations, including editing and publishing articles submitted by fact-checkers. Currently, we have seven fact-checkers.

CekFakta Tempo does not only produce text-based fact-checking articles and uploads them on our website, but we also produce other forms of products such as infographics and videos, then distribute them through our social media accounts. CekFakta Tempo is part of the Ukraine Fact Alliance led by IFCN. We are also affiliated with cekfakta.com. Cekfakta.com is a fact-checking collaborative project built on the API Yudistira by MAFINDO (Masyarakat Anti FItnah Indonesia) and in collaboration with several online media members who are members of the AJI (Aliansi Jurnalis Independen) and AMSI (Asosiasi Media Siber Indonesia) and we are supported by Google News Initiative, Internews, and FirstDraft.

And now we have a ChatBot to reach wider audiences via a messaging app: https://wa.me/6281315777057. The chatbot is connected to a tipline and works through an automated system. So users can get an answer within minutes. We hope that, in the coming years, we can expand this channel so we can produce more fact-checking products and reach wider audiences.

We fact-check claims related to issues that are important and relevant to society, such as politics, economy, health, religion, environment, and technology. These issues are covered in the articles we attach in the link above.

During the past year, most of our articles contain verification of the misinformation related to Covid-19, vaccines spread during this pandemic, monkeypox, and war in Ukraine. We also verify fake news in politics, both domestic and foreign politics. In Indonesia, misinformation often circulates with the aim of discrediting certain groups, ethnicities, tribes, or religions. We also fact-check the claims surrounding it.

We apply the same method in all of our fact-checking articles. First, we discuss the scope of the misinformation we found, and only if it meets our criteria, we decide to verify it. Our criteria are published in our channel, readers can find them on this link: https://cekfakta.tempo.co/metodologi.

After deciding which misinformation should be fact-checked, we apply several verification steps, such as: finding the original source, comparing the claims with public databases, finding out whether there was any manipulation of images or videos, etc. We always share with the public all the sources we used in fact-checking a claim. The reference is entered as a hyperlink in the source name. To be eligible to be used in our articles a source must contain facts that can be independently verified, and belong to a credible and authoritative institution regarding the claim. If necessary, we will interview competent experts in the fields related to the claim.

We use more than two sources in each of our fact-checking articles. All our fact-checkers also trained in the Google News Initiative's verification program.

The methodology we use in our fact-checking work can be accessed at this link: https://cekfakta.tempo.co/metodologi.

On that page, we explain how we choose a claim to be debunked or verified, and how we do it. First, we check the validity of the claim, to ensure that it is said or stated by public officials or viral on social media. After that, we look for all open sources that provide the information about the claim, then verify it ourselves through interviews and field observations. Since we operate as part of Tempo’s newsroom, sometimes we can send trained and qualified reporters as fact-checkers to check claims or false information.

We also state four criteria for a claim that will be verified in the CekFakta Tempo channel: is it important for the public, is it claimed to be a fact, has it been widely discussed (went viral), and whether it has been fact-checked before.

For the claim itself, we search through the Facebook dashboard for its third-party fact-checkers. We also receive reports from the public via a form we publish on our page, CekFakta Tempo dedicated e-mail (cekfakta@tempo.co.id), ChatBot, and our social media direct messages. After we decide which claim to be checked, we verify it using the methods we have mentioned before.

We have five labels for the conclusion: true, half true, no evidence, misleading, and false. We publish the labels and their definitions on our page too. In our published articles, we guide our readers through the evidence and process for reaching that conclusion. We also invite our readers to give input or correction if they find errors in our findings.

In the document, it states:

Article 5: Indonesian journalist does not disclose and broadcast the identities of victims of sexually-exploitative crime and does not identify minors who have committed criminal acts.

Article 6: Indonesian journalists do not abuse his/her profession and do not accept bribes.

Article 7: Indonesian journalists have the right to refuse to protect the identity of a source who does not wish his/her identity and whereabouts to be known, and abides by the conditions for an embargo, background, and off-the-record information as mutually agreed.

Article 8: Indonesian journalist does not write or report news based on prejudice or discrimination against anyone on the basis of differences in ethnicity, race, color, religion, gender, and language and does not degrade the dignity of the weak, the poor, the poor, the sick, the mentally or physically disabled.

Article 9: Indonesian journalists respect the right of the news source's private life except for the public interest.

Article 10: Indonesian journalists immediately retracts, rectifies, and corrects errors and inaccuracies in news accompanied by apologies to readers, listeners, or viewers.

Article 11: Indonesian journalists have access to the right of reply and the right of correction in a proportional manner.

We also have a Joint Work Agreement within our company, between PT Tempo Inti Media-PT Tempo Inti Media Harian and the Labour Union, in which Article 41 paragraph 4 states: “Employees are prohibited from becoming caretaker of any political party or conduct activities for any political party."

In the 2019 Presidential Election, we also collaborated with other fact-checkers in Indonesia to form cekfakta.com, and throughout the election, we fact-checked both candidates in a similar manner and fairness.

  • 5.4 The applicant in its fact checks assesses the merits of the evidence found using the same high standards applied to evidence on equivalent claims, regardless of who made the claim.

The methodology we use in our fact-checking work can be accessed at this link: https://cekfakta.tempo.co/metodologi.

On that page, we explain how we choose a claim to be debunked or verified, and how we do it. First, we check the claim's validity, to ensure that it is said or stated by public officials or viral on social media. After that, we look for all open sources that could be accessed to learn about the claim, then verify it ourselves through interviews and field observations. Since we also operate as a newsroom, we can send trained and qualified reporters as fact-checkers to check claims or false information.

We also state four criteria for a claim that is eligible to be verified in the CekFakta Tempo channel: is it important to the public, is it claimed to be a fact, has it been widely discussed (went viral), and whether it has been fact checked before.

For the claim, we search through the Facebook dashboard for its third-party fact-checkers. We also receive reports from the public via a form that we publish on our page, CekFakta Tempo dedicated e-mail (cekfakta@tempo.co.id), Chatbot, and our social media direct messages. After we decide which claim to check, we verify it using the methods that we mentioned before.

We have five labels for the conclusion: true, half true, unproven, misleading, and false. We publish the labels and their definitions on our page too. In our published articles, we guide our readers through the evidence and process for reaching that conclusion. We also invite our readers to give input or corrections if they find errors in our findings.

  • 6.1 The applicant has a corrections or complaints policy that is easily visible and accessible on the organization’s website or frequently referenced in broadcasts.
  • 6.2 The policy sets out clear definitions of what it does and does not cover, how major mistakes, especially those requiring revised conclusions of a fact check, are handled, and the fact that some complaints may justify no response. This policy is adhered to scrupulously.
  • 6.3 Where credible evidence is provided that the applicant has made a mistake worthy of correction, the applicant makes a correction openly and transparently, seeking as far as possible to ensure that users of the original see the correction and the corrected version.
  • 6.4 The applicant, if an existing signatory, should either on its corrections/complaints page or on the page where it declares itself an IFCN signatory inform users that if they believe the signatory is violating the IFCN Code, they may inform the IFCN, with a link to the IFCN site.
  • 6.5 If the applicant is the fact-checking unit of a media company, it is a requirement of signatory status that the parent media company has and adheres to an open and honest corrections policy.

We were also subject to the guidelines for the news of the cyber media which were formulated by the Press Council. The guideline regulates the mechanism of correction if there is a mistaken report. After receiving information about content mistakes, the editor immediately verifies and corrects the error.

The explanation of the article change will be included in the “Editorial Note” at the bottom of the article, including the modification date. This also applies if there are changes in the conclusion, we will give the explanation in the “Editorial Note” at the bottom of the article, and also change the title of our article according to the last conclusion.

CekFakta Tempo follows up on every request for correction from readers. Of course, we will examine the arguments and evidence attached first. Several times, we have received requests for corrections without clear evidence, so we cannot grant these requests for corrections. Sometimes, we also received e-mails from social media accounts whose posts we corrected, mostly notifications that they've revised or edited their posts or articles. We make corrections to our articles if there is an update of information or add context as well.
