Tirto.id is an online media publisher registered with the Indonesian Press Council (Dewan Pers Indonesia). Tirto's verification can be seen directly through the Press Council's official website (https://dewanpers.or.id/data/perusahaanpers). Tirto is also registered as a legal entity in the Ministry of Law and Human Rights (document attached). On the 'Tentang Kami' (About Us) and 'Kontak' (Contact) sections on our page, we provide plenty of information about us, ranging from how the company was established, its vision, office address, telephone number, and email account. Meanwhile, the 'Redaksi' (Editorial Team) section provides information about our editorial staff. People can easily find all of the information on the links below: https://tirto.id/insider/tentang-kami https://tirto.id/insider/redaksi https://tirto.id/insider/kontak-kami

For the fact-checking project, Tirto employs two formats. Firstly, the Fact-Checking format involves directly assessing the claims made by social and political actors or claims made by the general public with official data, scientific journals, and/or reliable sources. This is done in real-time or through fact-checking articles on our page (https://tirto.id/q/periksa-fakta-gnQ). Secondly, the live version of fact-checking. We carried out this project for the first time during the Jakarta gubernatorial election in 2017 (https://tirto.id/cek-fakta-debat-pilgub-dki-jakarta-2017-putaran-1-chqf). We repeated this during the Presidential Election Debate in 2019 and posted it on our social media page (https://twitter.com/tirtoid/status/1085921085164417024).

We also have the 'Periksa Data' format. This way, we publish articles that discuss social, political, and economic issues that are widely discussed in society. Our articles are also backed by data and analysis from official sources, the latest NGO reports, and/or scientific journals. 'Periksa Data' has been published on our page (https://tirto.id/q/periksa-data-gqo) since January 2017.

Our fact-checking effort can be traced back to 2017, the same year we were launched. We believed at that time that there was a huge demand to establish a more robust fact-checking practice in the fast-paced information exchange. As a result, we became the first media company in Indonesia to apply for IFCN signatory status. We have archived our fact-checking projects on a page on our website, and our fact-check articles can be found under the following tags:

https://tirto.id/q/periksa-data-gqo

https://tirto.id/q/periksa-fakta-gnQ

Tirto's fact-checking practice is under the responsibility of Tirto's Research Department. At the moment, there are three assigned fact-checkers and two editors who are managing fact-checking practices. For the coming years, we are working towards collaborations with experts to become involved in our fact-checking practices to enrich the content of our fact-check articles, especially for specialized areas like health and technology/AI.

Section 2: A commitment to Non-partisanship and Fairness

To be compliant on nonpartisanship and fairness, applicants must meet these five criteria

  • 2.1 The applicant fact-checks using the same high standards of evidence and judgement for equivalent claims regardless of who made the claim.
  • 2.2 The applicant does not unduly concentrate its fact-checking on any one side, considers the reach and importance of claims it selects to check and publishes a short statement on its website to set out how it selects claims to check.
  • 2.3 The applicant discloses in its fact checks relevant interests of the sources it quotes where the reader might reasonably conclude those interests could influence the accuracy of the evidence provided. It also discloses in its fact checks any commercial or other such relationships it has that a member of the public might reasonably conclude could influence the findings of the fact check.

Save for the issues of accuracy and transparency, the applicant’s staff do not get involved in advocacy or publicise their views on policy issues the organization might fact check in such a way as might lead a reasonable member of the public to see the organization’s work as biased.

Criteria 2.1

When we approach fact-checking, we exclusively rely on reliable sources. In our standards, we categorize sources into three levels. The first level comprises publicly available government data and company reports. The second level includes intergovernmental organizations (e.g., the UN), international institutions (e.g., World Bank, IMF), reputable consultants and research institutions, and top journals. The last level consists of national news agencies.

In cases related to fact-checking issues, events, or political debates, we also adhere to journalism principles by confirming information with our sources. Some examples can be found in the results of our articles, where we display the confirmation results from key informants.

  • 5.4 The applicant in its fact checks assesses the merits of the evidence found using the same high standards applied to evidence on equivalent claims, regardless of who made the claim.
  • 5.5 The applicant seeks where possible to contact those who made the claim to seek supporting evidence, noting that (I) this is often not possible with online claims, (II) if the person who makes the claim fails to reply in a timely way this should not impede the fact check, (III) if a speaker adds caveats to the claim, the fact-checker should be free to continue with checking the original claim, (IV) fact-checkers may not wish to contact the person who made the claim for safety or other legitimate reasons.
  • 5.6 The applicant encourages users to send in claims to check, while making it clear what readers can legitimately expect will be fact-checked and what isn’t fact-checkable.

We describe our fact-checking methodology on this page: https://tirto.id/insider/metodologiriset. On this page, we not only explain the format of our fact-checking practice, but we also state the sources we use to test verifiable facts. We utilize three levels of sources and ensure that certain sources have been confirmed or re-checked. We only draw conclusions in our fact-checking when two or more sources state the same facts.

In each case, fact-checking involves various sources of issues, problems, or chronological findings, which we explain in each published article. If we use various open-source tools, we also include a brief explanation of how we use them in the article.

In essence, we are transparent about our fact-checking practices. If we add information or link to the source we use, we always mention it in each of our fact-checking articles.

In its fact-check reports, the applicant selects claims to check based on the importance of the claims: it explains the relevance of the topics and specifies the reach of the claims, e.g. the number of shares, likes or views.

In its fact-checks, the applicant provides relevant evidence to undermine the claim, as well as the evidence that appears to support it. Regardless who made the claim, the applicant's fact-checks use the same high standards for the evidence used for equivalent claims.

It is usually not possible to contact people who make or share claims online. There are also safety concerns if fact-checkers attempt to directly contact people who make or share the claims.

Please describe how you encourage users to send in claims to check, while making it clear what readers can legitimately expect will be fact-checked and what isn’t fact-checkable. Include links where appropriate. If you do not allow this, explain why.

Section 6: A commitment to an Open & Honest Corrections Policy

To be compliant on corrections policy, applicants must meet these five criteria

  • 6.1 The applicant has a corrections or complaints policy that is easily visible and accessible on the organization’s website or frequently referenced in broadcasts.
  • 6.2 The policy sets out clear definitions of what it does and does not cover, how major mistakes, especially those requiring revised conclusions of a fact check, are handled, and the fact that some complaints may justify no response. This policy is adhered to scrupulously.
  • 6.3 Where credible evidence is provided that the applicant has made a mistake worthy of correction, the applicant makes a correction openly and transparently, seeking as far as possible to ensure that users of the original see the correction and the corrected version.
  • 6.4 The applicant, if an existing signatory, should either on its corrections/complaints page or on the page where it declares itself an IFCN signatory inform users that if they believe the signatory is violating the IFCN Code, they may inform the IFCN, with a link to the IFCN site.
  • 6.5 If the applicant is the fact-checking unit of a media company, it is a requirement of signatory status that the parent media company has and adheres to an open and honest corrections policy.

Criteria 6.1
Proof you meet criteria
Please provide a link to where you publish on your website your corrections or complaints policy. If you are primarily a broadcaster, please provide evidence you frequently reference your corrections policy in broadcasts.

So far, we have tried to rigorously maintain our standards only to publish articles that pretty much have definite conclusions. We have received two appeals sent to our email (factcheck@tirto.id) over the last year, which we have replied to. However, we did not find any strong basis of facts to correct the article so we made no changes. We have not made any corrections in the previous year.
