VoxCheck is a distinct team within a legally registered non-profit organization VoxUkraine. It is stated on the website here https://voxcheck.voxukraine.org/en/ or https://voxcheck.voxukraine.org/. The information is available in English and Ukrainian. 

VoxCheck is part of VoxUkraine online portal, established and designed specifically for Fact-checking purposes. The Statute of VoxUkraine clearly states fact-checking initiative and distribution of this information as specific activity of the organization. 

1. VoxCheck's fact-checking operation started in 2016. The reason was a large number of lies and populism from politicians, a low level of critical thinking of the population, and the absence of fact-checking projects in Ukraine.

2. There are fourteen core members of the VoxCheck team. One can find them and their positions here https://voxcheck.voxukraine.org/en/ or https://voxcheck.voxukraine.org/. The information is available in English and Ukrainian.

3. The organization's primary activities are fact-checking, debunking fakes, producing explainers, educational media and economic literacy activities, and countering Russian disinformation.

4. The main objectives for the coming year are:

a) reduce the number of lies and populism in the speeches of politicians using our tools and various formats of fact-checking;

b) continuously monitor and refute the growing misinformation together with foreign partners;

c) expand the educational program (including lectures, training, internships) to civil servants, management of state enterprises, and regional journalists;

d) expand methodology concerning fakes and Russian disinformation monitoring.

VoxCheck is active since 2016 and more than dozen of staff-members are constantly working on fact-checking, publishing the results of analysis of a wide range of topics. Their goals and plans of activities for the next coming year are focused on the expansion of educational activities targeted on different audiences.

Over a year since our last application was approved (October 22, 2020 — October 22, 2022), we have published almost 1200 materials on the website. Most of them include either fact-checks of political statements or debunking of fakes. We also published explainers and digests of Russian disinformation. For the indicated period, it is approximately 23 publications per week. The information is predominantly in Ukrainian, although sometimes publications are translated into Russian or English.

Also, all fact-checks of political statements are made publicly available through our user-friendly database https://nepravda.org. It has over 9 000 fact-checks of statements of politicians, experts, and journalists.

VoxCheck is publishing fact-check reports on a regular basis several times a day. All reports are stored in a convenient for tracking way including a user-friendly search engine. The database of all reports has tool for filtering, ranking, and sorting of the data on nepravda.org is very convenient to assess politicians' integrity and compare them.

I looked through 262 stories back to the beginning of August 2021 on https://voxukraine.org/category/voxcheck-uk/ and find them well done in compliance to fact-check methodology. A lot of these publications were the checks of the facts under the collaboration of VoxCheck and Facebook. The topics of fact-checking are socially important and cover a lot of issues providing reliable information to the audience. The only concern is the design of the site. The major website https://voxcheck.voxukraine.org is just a landing page that leads to the stories https://voxukraine.org/category/voxcheck-uk/ and fact-checks verdicts https://voxukraine.org/category/voxcheck-uk/                                                                                                            

VoxCheck is a part of VoxUkraine — a non-profit organization that aims at diversifying its funding. We have no commercial, financial and/or institutional relationship with the state, politicians, or political parties in the country or countries we cover.

According to the Policies and Procedures Manual, the size of a single grant should not be greater than 33% of the organization’s annual budget. Since 2020, as 3PF program partners, we receive financing from Facebook, and over 2020, Facebook arrangement constituted 40.5% of VoxUkraine’s revenues. However, (1) Facebook arrangement is more like a service than a grant — we don't report how we spend money; (2) We save much of this money and we have a lot of other sources of funds; (3) Facebook does not influence our policies. Funding from a single private individual should not be greater than 10% of the organization’s annual budget.

VoxUkraine raises project-aimed and institutional funds from donor organizations if funding conditions and potential projects help to implement our mission. If a donor (private individual or entity) who financially supported VoxUkraine did not state the anonymity preference, his\her name (or name of the entity) would be stated in VoxUkraine’s annual financial report. If a donor expressed the anonymity preference or did not want to reveal the amount of money donated, VoxUkraine would not disclose such information.

VoxCheck looks fully independent of any state and political influence and control. The project is supported by a number of international donors and the funding sources look well diversified.

1. According to the Policy and Procedure Manual of VoxUkraine, donors and editorial policy is the following. No donor shall intervene in the VoxUkraine editorial policy or influence VoxUkraine content in any way. If a donor tries to influence VoxUkraine content or its other activities, members of the Editorial Board must be notified. If the majority of the Editorial Board think that a donor has an undue influence on the editorial process, any member of the Editorial Board or management of VoxUkraine shall consult the Ethical Committee, who would decide on this matter.

2. VoxCheck is a signatory of the International Fact-Checking Network Code of Principles. It means that we are independent of any external interference. The site has the statement at the bottom of each publication stating "The authors are not employees, do not advise, do not own shares and do not receive funding from any company or organization that would benefit from this article, and are not affiliated in any way with them." In our work, we look into the lies and manipulations of all representatives of the political sphere. Hence, we have materials concentrating on the statements from solely the governmental representatives or supporters, solely the opposition representatives or supporters, or materials including both. This year, we have also expanded our field to fact-checking narratives mainly used by Russia in their disinformation campaigns.

VoxCheck is impartial in its fact-checks. In our base of fact-checks of politicians, experts, and journalists https://nepravda.org/, one may see that we look into both governmental and oppositional representatives/supporters, and our assessment does not depend on their governmental or oppositional status or preference.

All fact-checks are double-checked by the VoxCheck team and go through the peer-review procedure, which means that at least two editors from the VoxUkraine Editorial Board read our fact-checks and give comments (also noted in the Policies and Procedures Manual). No article, except those on debunking fakes, can be published until signed off by two editors. The pieces on debunking fakes are signed off and approved for publication by two members of the VoxCheck team, who have not been involved in the writing process.

We regularly check and publish statements of all major politicians on various topics. For our fact-checks, we take only those statements that contain facts or figures. We check political statements in our publications and on-air during the political talk show "Countdown" at TV channel UA: Pershyi (public broadcasting network).

While fact-checking or debunking fakes, we use information from official and reliable sources that one can find on the web. These sources may include information from

- the governmental institutions (e.g., CDC, Eurostat, State Statistics Service of Ukraine, etc.),

- generally recognized international organizations (e.g., the UN, the IMF, the World Bank, etc.),

- reputable think tanks and pooling organizations (e.g., Razumkov Centre, Pew Research Center, etc.),

- official information from companies, associations, foundations (e.g., Bill & Melinda Gates Foundation),

- media with high factual reporting standards, including IFCN signatories (e.g., AFP, Bellingcat, Reuters, etc.), and

- peer-reviewed academic articles.

We do not fact-check if we cannot find publicly available proof. If the information needed for the fact-check may be requested from the authorities, we can do so provided that we make this information publicly available. In this way, we ensure that the readers can click-and-check each fact-check.

Provided four examples of the stories and further analysis had shown that VoxCheck is following the standards of non-partisanship and fairness, selecting the topics and claims in an unbiased way. A detailed and thorough analysis of the facts is provided to all topics and statements in accordance with the same standards and rules.

VoxCheck selects a variety of topics and is not concentrated on one side of the issue. There is a link to the methodology of the VoxCheck used by the team at https://voxcheck.voxukraine.org/en/. It provides a clear explanation of the procedures and methods used.

Analysis of the VoxVheck stories had proven that while producing fact-checking stories VoxCheck team discloses sources status in the story in appropriate cases. This helps the reader to understand if the source has a specific interest and gives a deeper understanding of the story context. 

VoxCheck had proven, in provided publications and further analysis results, a neutral, unbiased, and equal approach toward all parties and politicians providing no support to anybody and treating everybody equally.

Over the past year, we provided content to the authorities (Ukrainian Ministry of Health of Ukraine and Ministry of Culture and Information Policy). However, this content was defined exclusively by VoxCheck.

VoxUkraine (which is an organization for the VoxCheck project) is a non-partisan NGO. This principle is noted in the Policies and Procedures Manual of the organization. VoxUkraine also demands all editors, board members, and employees to disclose any potential conflict of interest (Policies and Procedures Manual). Thus, each article, including fact-checks published on the VoxUkraine website, contains a disclaimer on potential conflict of interest or its absence.

Also, none of the VoxUkraine governing bodies (General Meeting and Supervisory Board) is a member of any political party.

Regarding hiring people, who are members of political parties, we never had such a case. At the moment, none of our employees is a member of any political party.

Almost all stories that I had randomly selected at the website and analyzed are based on open document sources with relevant links. The fact-check verdicts are structured as step-by-step guidance that gives the readers the opportunity to replicate the fact-check procedura on their own.

VoxCheck in most cases is using primary sources, mostly official public data or documents to prove the facts in the publications.

VoxCheck is providing confirmation from more than one source in case the facts and statements that are checked can be proven by several different sources.

As a result of the analysis, it should be stated that as a rule, VoxCheck is noticing the status/affiliation or specific interest of the source/expert for the transparency and understanding of the context. At the same time since the most of proofs are based on official and public data with the appropriate links, it's clear that official data could have disinformation as well.

Most of the claims provided with the application and randomly selected for analysis by me were targeted on socially important topics and COVID-19, the importance of the last one is evident, the rest were focused on finances, economy, social issues, international relations etc.

Keeping the standard of balance, in case of controversial claims that are checked, VoxCheck tries to provide a wide range of pieces of evidence that can both support and undermine the claim giving readers a chance to see the whole picture.

VoxCheck has an equal, unbiased and neutral approach to the sources of claims as well as to the sources proving claims.

VoxCheck is trying to contact the claims authors to find out whether there is any additional info proving facts in a claim. In some cases, there were published statements of the politicians who were quoted incorrectly and became victims of disinformation in the claims that were checked.

The policy sets clearly how mistakes can be found, what and in which way they will be corrected.

In one of the articles (links below), we used the price for gas transportations without VAT. Oleksii Khabatiuk, former deputy head of department at Naftogaz, the largest national oil and gas company of Ukraine, and expert on energy policy, noticed our mistake and let us know. So, we corrected the mistake by providing a price for gas transportation including VAT and adding a disclaimer explaining that mistake. We also let our readers on Facebook know about the corrections in the article by updating the post (https://www.facebook.com/VoxCheck/posts/1419289348402566 — available in Ukrainian).

In the other article (links below), we debunked fake news about the death reasons of BBC journalists. On the date of our publication, there was no proof that Lisa Shaw died because of vaccination. A month after the publication of our article, information about the reasons for death was published. We updated our article with relevant data and added “UPDATED” in the headline.

In several fake-debunking materials, we wrote about the operational false-positive swab tests. During the peer-review of our articles, we found a mistake in numbers. So, we corrected the mistake by crossing out the wrong text and adding the correct information.
