Background

Having reviewed thoroughly the Wojownicy Klawiatury's application, documents and fact checks, I have concluded that the applicant is compliant with the IFCN Code of Principles.

Their work is important and much needed in Poland where the information sphere is flooded with misinformation and propaganda, and their efforts deserve a recognition.

However, as a former editor, I can see some room for improvements. I would like to encourage the applicant to put more effort in the quality of their fact checks -- including more sources or better quality expert sources in their fact checks. 

Although the applications policies -- e.g., about corrections or structure -- meet the IFCN basic standards, I would also recommend expanding them to be more explicit and detailed, so they could be clearer for readers or other parties seeking a correction or filing a complaint.

I would like to recommend the IFCN Board to accept this application.

Based on my review, I may confirm that most of the published fact checks (more than 75%) were focused on issues that had an impact on welfare of individuals, general public and society. During the 6 months reviewed (December 2022-May 2023) the most frequent topics covered: current political affairs in Poland, the war in Ukraine, the Russian propaganda, different aspects of the Poland’s economy, as well as Poland’s relations with the European Union.

The applicant is transparent about its funding. The applicant is not a separate entity, therefore its funding (mostly remuneration for its employees) comes from two foundations it is associated with: the Geremek Foundation and the Schuman Foundation.

In my opinion, based on the analysis of 15 out of 33 (45%) fact checks from the six reviewed months and 10 fact checks from 2022 (selected by Wojownicy Klawiatury in the point 2.1) I may confirm that applicant’s editorial output doesn't seem to be controlled by the state, any political party, or any politician.

The review of the fact checks published between December 2022 and May 2023 showed the applicant identified sources of significant evidence used in the fact checks. Its authors provided relevant links where the source was available online. Readers could easily replicate their work if they wished.

However, sometimes the quality of evidence used could be improved, by making sure that the supporting evidence is directly related with the fact checked claims.

For example, in the fact check about the requirement of Covid vaccination before surgery at a hospital in Warsaw, the applicant used a variety of sources -- they contacted the hospital to confirm that requirement, and they also referenced two comprehensive articles describing this topic on news sites.

Section 5: A commitment to Standards and Transparency of Methodology

To be compliant on methodology, applicants must meet these six criteria

  • 5.1 The applicant publishes on its website a statement about the methodology it uses to select, research, write and publish its fact checks.
  • 5.2 The applicant selects claims to check based primarily on the reach and importance of the claims, and where possible explains the reason for choosing the claim to check.
  • 5.3 The applicant sets out in its fact checks relevant evidence that appears to support the claim as well as relevant evidence that appears to undermine it.
  • 5.4 The applicant in its fact checks assesses the merits of the evidence found using the same high standards applied to evidence on equivalent claims, regardless of who made the claim.
  • 5.5 The applicant seeks where possible to contact those who made the claim to seek supporting evidence, noting that (I) this is often not possible with online claims, (II) if the person who makes the claim fails to reply in a timely way this should not impede the fact check, (III) if a speaker adds caveats to the claim, the fact-checker should be free to continue with checking the original claim, (IV) fact-checkers may not wish to contact the person who made the claim for safety or other legitimate reasons.
  • 5.6 The applicant encourages users to send in claims to check, while making it clear what readers can legitimately expect will be fact-checked and what isn’t fact-checkable.

In my random sample review, I didn’t find applicant contacting those who made a fact-checked claim, but I found the applicant seeking supportive evidence, for example, asking questions to experts in a field, or asking for additional evidence from relevant sources.

Section 6: A commitment to an Open & Honest Corrections Policy

To be compliant on corrections policy, applicants must meet these five criteria

  • 6.1 The applicant has a corrections or complaints policy that is easily visible and accessible on the organization’s website or frequently referenced in broadcasts.
  • 6.2 The policy sets out clear definitions of what it does and does not cover, how major mistakes, especially those requiring revised conclusions of a fact check, are handled, and the fact that some complaints may justify no response. This policy is adhered to scrupulously.
  • 6.3 Where credible evidence is provided that the applicant has made a mistake worthy of correction, the applicant makes a correction openly and transparently, seeking as far as possible to ensure that users of the original see the correction and the corrected version.
  • 6.4 The applicant, if an existing signatory, should either on its corrections/complaints page or on the page where it declares itself an IFCN signatory inform users that if they believe the signatory is violating the IFCN Code, they may inform the IFCN, with a link to the IFCN site.
  • 6.5 If the applicant is the fact-checking unit of a media company, it is a requirement of signatory status that the parent media company has and adheres to an open and honest corrections policy.

I found the applicant's corrections policy on the website, however I could not find any complaints policy. 

The correction policy is brief: „Any errors discovered after the publication of the material are noted on the corrections subpage and in the article itself requiring correction."

I guess this could be more specific and detailed, although it is nor required by the IFCN code. I would encourage the applicant to look at other fact checking organisations and use their policies as a good example.
