- 1.5 The applicant’s editorial output is not, in the view of the IFCN, controlled by the state, a political party or politician.
- 1.6 If the organization receives funding from local or foreign state or political sources, it provides a statement on its site setting out to the satisfaction of the IFCN, how it ensures its funders do not influence the findings of its reports.

1. The ABS-CBN Fact Check team was formed in December 2021 in time for the coverage of the May 2022 elections. This election was critical because not only it included elections for the president and vice president of the Philippines but also it was after the 2016 and 2019 elections when fake news and internet propaganda proliferated and were seen as having affected the public’s ability to choose their leaders. The initiative aims to help the Filipino people fight misinformation and disinformation spreading on social media and other platforms of information dissemination.
Prior to the creation of a dedicated fact checking team in December 2021, ABS-CBN News previously participated in the pioneering collaborative project of Tsek.ph during the 2019 elections. The fact checking team was also a member of Tsek.ph during the 2022 elections. Tsek.ph is an initiative of the academe and the media to counter disinformation (https://www.tsek.ph/).
2. The ABS-CBN Fact Check Team comprises 9 people:
Researcher (1) monitor dubious claims, gather, and verify information to produce fact check pieces. They also peer-review outputs, aside from the editor.
Editors (4) review the fact check outputs of researchers and give the final approval for posting on the website or social media platforms of ABS-CBN News.
Infographics specialists (2) create art cards for social media posting.
Social media editors (2) help in publishing fact check pieces on ABS-CBN News’ social media platforms.
3. Aside from posting fact check articles and art cards, ABS-CBN conducts fact check and media literacy training for students, especially future journalists. The training aims to make the participants aware of the continuous spread of disinformation and help them understand the role of the media and what they can contribute to fight disinformation.
4. ABS-CBN Fact Check aims to collaborate with more fact check organizations to strengthen the battle against disinformation. It will also explore making fact check contents in video format, in addition to the current fact check articles and art cards it produces. It will conduct more fact check and media literacy training to raise people’s awareness of the role of fact checkers to society. In line with these plans, fact checkers/researchers will continue to attend workshops and seminars to develop their skills.

ABS-CBN requests for a waiver for this criteria, citing unit downsizing as the primary reason for the decline in the number of fact checks published. This is reasonable, as ABS-CBN had been targeted by the Philippine government in recent years and has experienced massive restructuring as a result, even before their application in 2022. Their commitment to the principles of IFCN are also unquestionable. ABS-CBN has also identified concrete steps to ensure meeting the criteria in the future. I am endorsing their request for a waiver.

"Most fact check pieces produced by ABS-CBN Fact Check team are election-related because six (December 2021 to May 2022) of the 10 months it has operated are during the election period. Disinformation, especially when released during elections, could change voter behavior and paralyze the public’s ability to choose the right leaders. This, in turn, results in suboptimal outcomes, such as leaders promoting policies that do not benefit the public.
Aside from election-related issues, the team also produced several fact check pieces about other relevant topics, such as the COVID-19 pandemic, typhoon, and financial aid scams.

"ABS-CBN Fact Check has no commercial, institutional and financial relationship with the state. It did not receive any funding from politicians or political parties.
The revenue of ABS-CBN Corporation mainly comes from advertising and consumer sales from licensing and syndication of the Company’s films and programs library (you may view ABS-CBN’s Quarterly Reports here: https://www.abs-cbn.com/governance/reports).
Therefore, politicians can place advertisements during the election season as part of the Company’s regular course of business, but ad placements do not affect the editorial independence of ABS-CBN Fact Check and ABS-CBN News in general.

Section 4: A commitment to Transparency of Funding & Organization
To be compliant on funding and organization, applicants must meet these five criteria
- 4.1 Applicants that are independent organizations have a page on their website detailing each source of funding accounting for 5% or more of total revenue for its previous financial year. This page also sets out the legal form in which the organization is registered (e.g. as a non-profit, as a company etc).
- 4.2 Applicants that are the fact-checking section or unit of a media house or other parent organization make a statement on ownership.
- 4.3 A statement on the applicant’s website sets out the applicant’s organizational structure and makes clear how and by whom editorial control is exercised.
- 4.4 A page on the applicant’s website details the professional biography of all those who, according to the organizational structure and play a significant part in its editorial output.
- 4.5 The applicant provides easy means on its website and/or via social media for users to communicate with the editorial team.

Section 5: A commitment to Standards and Transparency of Methodology
To be compliant on methodology, applicants must meet these six criteria
- 5.1 The applicant publishes on its website a statement about the methodology it uses to select, research, write and publish its fact checks.
- 5.2 The applicant selects claims to check based primarily on the reach and importance of the claims, and where possible explains the reason for choosing the claim to check.
- 5.3 The applicant sets out in its fact checks relevant evidence that appears to support the claim as well as relevant evidence that appears to undermine it.
- 5.4 The applicant in its fact checks assesses the merits of the evidence found using the same high standards applied to evidence on equivalent claims, regardless of who made the claim.
- 5.5 The applicant seeks where possible to contact those who made the claim to seek supporting evidence, noting that (I) this is often not possible with online claims, (II) if the person who makes the claim fails to reply in a timely way this should not impede the fact check, (III) if a speaker adds caveats to the claim, the fact-checker should be free to continue with checking the original claim, (IV) fact-checkers may not wish to contact the person who made the claim for safety or other legitimate reasons.
- 5.6 The applicant encourages users to send in claims to check, while making it clear what readers can legitimately expect will be fact-checked and what isn’t fact-checkable.

Section 6: A commitment to an Open & Honest Corrections Policy
To be compliant on corrections policy, applicants must meet these five criteria
- 6.1 The applicant has a corrections or complaints policy that is easily visible and accessible on the organization’s website or frequently referenced in broadcasts.
- 6.2 The policy sets out clear definitions of what it does and does not cover, how major mistakes, especially those requiring revised conclusions of a fact check, are handled, and the fact that some complaints may justify no response. This policy is adhered to scrupulously.
- 6.3 Where credible evidence is provided that the applicant has made a mistake worthy of correction, the applicant makes a correction openly and transparently, seeking as far as possible to ensure that users of the original see the correction and the corrected version.
- 6.4 The applicant, if an existing signatory, should either on its corrections/complaints page or on the page where it declares itself an IFCN signatory inform users that if they believe the signatory is violating the IFCN Code, they may inform the IFCN, with a link to the IFCN site.
- 6.5 If the applicant is the fact-checking unit of a media company, it is a requirement of signatory status that the parent media company has and adheres to an open and honest corrections policy.

At the time of writing, the ABS-CBN Fact Check Team has not received a correction request since it started in December 2021.

"The Fact Check team also follows the correction policy of ABS-CBN as stated in our Standards and Ethics Manual which is given as a hardcopy to every member of staff, reporters, and anchors upon starting in the company.

The steps to be taken if there are complaints are enumerated in Section 6-24 of the Manual.
Under our new standards and ethics and updated social media guidelines, we follow this process in handling complaints and corrections:
Complaints from any quarter - a source, an audience, a member of the public, or a colleague in another part of ABS-CBN - must be investigated urgently so that immediate corrective action can be taken if it proves to be well founded. Complaints that cannot be immediately investigated must be acknowledged at once and followed up quickly. They should be handled at a senior level on the Desk.
We get back to the complainant, even if only to advise that the matter is still under consideration if it appears it will take some time to decide on a course of action.
When it has been determined that a significant factual error was made in reporting or if the report needs clarifying, the specific program or unit is responsible for writing and airing that connection or clarification on the specific program in which the error occurred.
As per our protocol on handling errors, we append an editor’s note explaining and apologizing every time we update a story to correct a factual mistake.
