Doğrula, Türkiye'nin bilgi alanında doğrulama çabalarıyla önemli ve başarılı bir aktör olarak kendini kanıtlamıştır. Uluslararası Doğruluk Kontrol Ağı (IFCN) tarafından belirlenen kriterlere karşı yapılan bu değerlendirmede, Doğrula'nın uygulamalarının bu standartlarla çeliştiğine dair tek bir örnek bile gözlemlenmemiştir. Section 1: Eligibility to be a signatory

To be eligible to be a signatory, applicants must meet these six criteria

  • 1.1 The applicant is a legally registered organization, or a distinct team or unit within a legally registered organization, and details of this are easily found on its website.
  • 1.2 The team, unit or organization is set up exclusively for the purpose of fact-checking.
  • 1.3 The applicant has published an average of at least one fact check a week over the course of the six months prior to the date of application. For applicants from countries with at least 5 or more verified signatories need to have at least a fact check a week over the twelve months of publishing track. Consult to factchecknet@poynter.org for confirmation.
  • 1.4 On average, at least 75% of the applicant’s fact checks focus on claims related to issues that, in the view of the IFCN, relate to or could have an impact on the welfare or well-being of individuals, the general public or society.
  • 1.5 The applicant’s editorial output is not, in the view of the IFCN, controlled by the state, a political party or politician.
  • 1.6 If the organization receives funding from local or foreign state or political sources, it provides a statement on its site setting out to the satisfaction of the IFCN, how it ensures its funders do not influence the findings of its reports.

1. Our fact-checking operation started in April 2021. Our motivation to start is to

establish a reliable verification organization in Turkey that is an IFCN signatory. We think there is a great need for independent verifiers in Turkey.

2. Our organization employs a total of 15 people. 5 editors, 1 external stakeholder relations executive, 1 social media editor, 2 administrative and finance staff, 4 video and graphics editors, 1 editorial executive, and 1 manager. The relevant link is below.

3. In addition to Dogrula.org, our organization is also working on the content of dogruveri.com, which we took over to develop further.

4. We strive to spread a worldview based on truth. Our biggest enemy is destructive ignorance. In this sense, we want to make a web plugin with tools, a plugin with quizzes on global trends and systematic misconceptions. We will identify systematic misconceptions about important global trends and rates and develop easy-to-understand teaching materials to free people from these misconceptions. We will focus on migration, climate crisis, history, water, global hunger, and international conflicts.

On the other hand, we want to strengthen our contacts and collaborations with global channels and platforms such as META, TikTok, and Google.

In the previous application, we mentioned our ambitions to broadcast in Kurdish and Arabic next year. With the help of IFCN and Google Build funding, we have taken the first step to publish in English and Arabic. In the Q4 2023, we will start publishing in 2 foreign languages on our website. We had to postpone the Kurdish language for now, and instead we added English.

  • 5.1 The applicant publishes on its website a statement about the methodology it uses to select, research, write and publish its fact checks.
  • 5.2 The applicant selects claims to check based primarily on the reach and importance of the claims, and where possible explains the reason for choosing the claim to check.
  • 5.3 The applicant sets out in its fact checks relevant evidence that appears to support the claim as well as relevant evidence that appears to undermine it.
  • 5.4 The applicant in its fact checks assesses the merits of the evidence found using the same high standards applied to evidence on equivalent claims, regardless of who made the claim.
  • 5.5 The applicant seeks where possible to contact those who made the claim to seek supporting evidence, noting that (I) this is often not possible with online claims, (II) if the person who makes the claim fails to reply in a timely way this should not impede the fact check, (III) if a speaker adds caveats to the claim, the fact-checker should be free to continue with checking the original claim, (IV) fact-checkers may not wish to contact the person who made the claim for safety or other legitimate reasons.
  • 5.6 The applicant encourages users to send in claims to check, while making it clear what readers can legitimately expect will be fact-checked and what isn’t fact-checkable.

t is acknowledged that a prompt response from the claimant is not always possible, and the absence of such should not deter the fact-checking procedure. The applicant is also cognizant that claimants may introduce qualifications to their statements; nevertheless, the fact-checker reserves the right to assess the claim as originally presented. Moreover, there are circumstances under which the fact-checkers may prudently choose not to engage with the claimant, whether due to concerns for safety or other justified reasons. Throughout the evaluation of the applicant's practices within the sampled checks, no deviations from these principles were observed, affirming their adherence to the stated protocols.

Section 6: A commitment to an Open & Honest Corrections Policy

To be compliant on corrections policy, applicants must meet these five criteria

  • 6.1 The applicant has a corrections or complaints policy that is easily visible and accessible on the organization’s website or frequently referenced in broadcasts.
  • 6.2 The policy sets out clear definitions of what it does and does not cover, how major mistakes, especially those requiring revised conclusions of a fact check, are handled, and the fact that some complaints may justify no response. This policy is adhered to scrupulously.
  • 6.3 Where credible evidence is provided that the applicant has made a mistake worthy of correction, the applicant makes a correction openly and transparently, seeking as far as possible to ensure that users of the original see the correction and the corrected version.
  • 6.4 The applicant, if an existing signatory, should either on its corrections/complaints page or on the page where it declares itself an IFCN signatory inform users that if they believe the signatory is violating the IFCN Code, they may inform the IFCN, with a link to the IFCN site.
  • 6.5 If the applicant is the fact-checking unit of a media company, it is a requirement of signatory status that the parent media company has and adheres to an open and honest corrections policy.

During the year, we did not receive any correction requests through communication or local court channels. On the other hand, our other corrections did not change the conclusion that the content was incorrect and accurate. In this context, it can be considered as an update or additional information entry. However, these updates are shared with a link in the policies section of our website.

For any content published on Dogrula.org, correction requests and feedback can be made via the 'contact form' method. (Except for requests that force the principles of impartiality and objectivity to be abused) For feedback, the visitor must fill out the contact form in the 'About Us' section completely and clearly state the correction request or feedback. If the original publication in which the error was made is not editable, the correction is published in the same format and channel as the original.

If an error is material, i.e. fundamentally alters the results of the investigation or is a clear departure from the operation's methodology and policies, the correction note includes accurate information as well as an explanation of the circumstances that led to the error.

When new information is added to a publication, an update note in the same publication indicates this. Dogrula.org request review process takes place in 2 stages. Dogrula.org responds to correction or feedback forms within 15 days at the latest.

In this sense, we have 3 basic criteria.

First of all, we must protect our independence. For this reason, if the importance and courtesy we attach to feedback, opinions and suggestions are abused, and if our verification content is tried to be taken in ways that harm our principles, such feedback will not be answered.

Second, we need to balance the time we spend corresponding with people one-on-one with the time we spend serving the wider community.

Third, we want to make sure that we provide people with the most accurate information from the most powerful sources, so we don't hesitate to make any corrections that we think will make our content better quality.
