Background

The applicant, JTBC Factcheck, is the fact-checking arm of JTBC, a legally registered comprehensive programming broadcaster in South Korea. It is currently the only IFCN Signatory in the country.

The applicant has been producing fact-checking reports in a broadcast segment on a near-to-daily basis since September 2014, covering a wide range of issues including claims made by politicians exclusively on the basis of their accuracy, rumors on social issues that are of public interest, disinformation on international relations and politics as well as rumors based on fake or fabricated images. In the previous year, their fact-checking efforts have been mostly focused on debunking rumors surrounding the COVID-19 pandemic and misinformation on the COVID-19 vaccine.

JTBC Factcheck is one of the best known fact-checking initiatives in the South Korean media landscape. It started as a sub-segment of JTBC Newsroom in September 2014 and regularly verified statements made by influential politicians and debunked rumors that spread online.The efforts they made to tackle misinformation during the 2016-2017 Presidential impeachment of Park Geun-Hye, when mis- and disinformation was widespread among Park supporters, contributed to elevating their reputation. Their impressive track record led other media outlets to launch their own fact checking initiatives. JTBC Factcheck is also known for its reputation of producing high-quality fact-checks and being highly relevant with issues of the time.

  • 1.5 The applicant’s editorial output is not, in the view of the IFCN, controlled by the state, a political party or politician.
  • 1.6 If the organization receives funding from local or foreign state or political sources, it provides a statement on its site setting out to the satisfaction of the IFCN, how it ensures its funders do not influence the findings of its reports.

With the increase in access to internet and social media, the presence of fake news has become manifest in South Korea. To combat this ongoing issue, JTBC has created a fact checking segment in the Newsroom on September 2014. This segment is still being broadcasted today on weekdays Monday to Thursday.

The JTBC Fact checking team is consisted of 7 members including a reporter, a CG designer, a producer and four writers.

With over 1070+ fact checking articles, we check statements by influential politicians, verify fake news and/or false information spread, without confining to political issues. We have also been dealing with the fake news spread through social media including Youtube, Facebook and Twitter.

Last year, we have partnered with Facebook to find and halt the spread of misinformation on social media. This year we are planning to strengthen this partnership to go up against the plethora of fake news being continuously circulated online.

Most countries have been dealing with rumors around the COVID-19 vaccine over the past several months. 5 out of 10 randomly selected fact-check articles produced by JTBC Factcheck dealt with rumors and disinformation surrounding the COVID-19 vaccine rollout, efficacy and side effects. JTBC Factcheck also tackled misinformation that distorted historical facts that South Koreans have a keen interest in (the Comfort Women issue, Korean flag) and verified rumors on real estate policy, which has always been drawn public attention.

  • 5.5 The applicant seeks where possible to contact those who made the claim to seek supporting evidence, noting that (I) this is often not possible with online claims, (II) if the person who makes the claim fails to reply in a timely way this should not impede the fact check, (III) if a speaker adds caveats to the claim, the fact-checker should be free to continue with checking the original claim, (IV) fact-checkers may not wish to contact the person who made the claim for safety or other legitimate reasons.
  • 5.6 The applicant encourages users to send in claims to check, while making it clear what readers can legitimately expect will be fact-checked and what isn’t fact-checkable.

The applicant generally makes efforts (and mentions such efforts in their segments when their efforts did not yield desired results) to reach out to the person who originally made a claim that triggered controversies. In cases where the applicant fact-checked claims made by politicians, the applicant did not always reach out to the politician who made the claim in every case. This is because they could either debunk or confirm the validity of the claim through other means that were more relevant to the issue, or the claim made was controversial in nature, thus did not need more clarification from the politician.

Section 6: A commitment to an Open & Honest Corrections Policy

To be compliant on corrections policy, applicants must meet these five criteria

  • 6.1 The applicant has a corrections or complaints policy that is easily visible and accessible on the organization’s website or frequently referenced in broadcasts.
  • 6.2 The policy sets out clear definitions of what it does and does not cover, how major mistakes, especially those requiring revised conclusions of a fact check, are handled, and the fact that some complaints may justify no response. This policy is adhered to scrupulously.
  • 6.3 Where credible evidence is provided that the applicant has made a mistake worthy of correction, the applicant makes a correction openly and transparently, seeking as far as possible to ensure that users of the original see the correction and the corrected version.
  • 6.4 The applicant, if an existing signatory, should either on its corrections/complaints page or on the page where it declares itself an IFCN signatory inform users that if they believe the signatory is violating the IFCN Code, they may inform the IFCN, with a link to the IFCN site.
  • 6.5 If the applicant is the fact-checking unit of a media company, it is a requirement of signatory status that the parent media company has and adheres to an open and honest corrections policy.
