Background

Rumor Scanner is a fact-checking organisation, one of a handful of fact-checking organisations in Bangladesh, providing independent and non-partisan fact checking on viral and trending rumors and fake news on social media. Fact checking is a form of critical, investigative inquiry, which is vital in a country such as Bangladesh where there is increasing evidence of threats to freedom of expression and media freeom. As of 2020, the country has 36 million social media users, and most of them use Facebook. Users frequently scroll pages and read and share newsfeeds. Interactions in this social platform have been increasing with the rise of Internet users among people of all ages. People with little education are willing to open their Facebook accounts to get into the information hub and be updated about what is going on around them. Many insidious rumors in Bangladesh are related to religion and religious politics. In the context of Bangladesh, the spread of issues is very high. In Bangladesh, where the spread of inaccurate and misleading information on digital media has sparked religious and communal violence recently such as several incidents of mob lynching and hates crime attacks, Rumor Scanner plays an important role in combatting mis- and disinformation.

Assessment Conclusion

Rumor Scanner is one of a handful of fact-checking organisations in Bangladesh, providing independent and non-partisan fact checking on viral and trending fake news on the internet. Fact checking is a form of critical, investigative inquiry, which is vital in a country such as Bangladesh. It has closely modelled its work based upon the IFCN code of principles, adhering to standards of transparency, non-partisanship, fairness and methodological rigour. Having reviewed all the changes requested specifically to its methodology section and corrections policy, providing greater clarity and more detailed information on the how it ensures adherence to the code of principles and the criteria listed under each principle. I recommend their inclusion as a signatory of the IFCN.

RSB Media & Research is a for-profit entity and gets its income from social platforms as well as media content creation, media literacy, open data research, training & donations.

1. When and why was your fact-checking operation started?

Rumor Scanner officially launched on March 17, 2020. It is an independent digital journalism initiative with a mission to fight misinformation, the country’s ongoing rumors, explain issues, and provide accurate information to the public to make the internet safer.

Rumor Scanner is a part of the RSB Media & Research firm and is headquartered in Dhaka, Bangladesh.

We are the first fact-checking initiative in Bangladesh to start fact-checking through websites as well as digital banners to aware more people.

We explain the issues by examining various viral topics in different fields like politics, social, economic, health-medicine, etc.

2. How many people work or volunteer in the organization and what are their roles?

We have a total of nine team members with five founding members: Founding Editor, Deputy Editor, Chief Technology Officer, Technical Advisor, Head Researcher. 3. What different activities does your organization carry out?

We are running a campaign name DIY Fact Check (Do It Yourself) where people get basic tips on how to Identify fake information.

We are the first fact-checking initiative in Bangladesh to start fact-checking digital banners to aware more people. Our digital banners easily engage more audience & conscious citizens individually circulate the banners on social media platforms. Even also we are the first fact-checker of Bangladesh to launch a WhatsApp helpline where people can send posts, videos & news links to be fact-checked. We receive more than hundreds of serious queries every week through our WhatsApp helpline (+880 1751-589458).

4. What are the goals of your fact-checking operation over the coming year?

The following are the broad goals of our fact-checking operations for the coming year.

• Reach widely to the audience using all the social media platforms to aware more peoples.

• Going to make video content on YouTube regularly as it is one of the most used social media in Bangladesh.

• Advertise our platform with the IFCN signatory recognition through the most popular social media influencers.

• Increase our editorial team, research team & monitoring team to detect rumors & check facts at a large scale, moreover to make improvements in fact-check operations.

• Expand the work on our WhatsApp Fact-Check helpline so that people can easily connect with us to submit fact-check requests.

Rumor Scanner's editorial output is not controlled by the state, a political party or politician of Bangladesh, as they do not receive any finanicial funding, nor hold any commercial or institutional relationship to the state, political party or politician. Majority of their funding comes from a bank loan, Google Adsense, advertisements and a small portion from individual donors.

The main principle of Rumor Scanner is non-partisan journalism. Every employee of Rumor Scanner is briefed at the time of joining about our non-partisanship policy. Rumor Scanner does not have any political bias and the members of our team have no political affiliations. We understand that every member may have their personal political opinion, but they uphold our commitment to objectivity and neutrality. For such reasons, we follow a transparent and explanatory system to operate and prepare every fact check report.

To ensure “Non-partisan” policy we make team members aware of the aforementioned rules and their social media activities are screened before onboarding. New members are trained from fact-checking general knowledge to transparency and non-partisanship in detail.

Student and Intern fact-checkers are trained in an orientation workshop headed by the Deputy Editor about “Non-partisan Policy”.

Apart from all these steps, The Founding Editor and Deputy Editor of Rumor Scanner holds a monthly meeting with all members to ensure compliance with our principle values and being neutral as a fact-checking organization.

Rumor Scanner has a policy on non-partisanship on their website. It clearly sets out conditions to ensure non-partisanship and neutrality for its staff to adhere to and how it ensures the organization meets this criteria.

Members of Rumor Scanner team have to abide by following rules to ensure non-partisanship:

- Refrain from campaigning for any political parties.

- To not wear or use any symbol or dresses that holds any specific political ideology.

- To not publicize or share any political literature in printed and digital form.

- Refrain from using any tools or equipment of Rumor Scanner to print, copy or communicate for any political literature or views.

- Not to participate in any political protest or not to influence others to participate other than to collect information.

- Not to interfere with other Rumor Scanner team members in exercising their citizenship rights.

- To not discourage other team members to follow aforementioned rules.

We collect sources with the help of various search engines, open-source, reverse image search tools, and local and international mainstream media. For verifying any public statement we try to verify the authenticity by contacting the concerned person and conducting an interview. We also conduct expert interviews in a completely unbiased manner to interpret the report in certain cases. We provide all the sources of evidence in our every fact check report and all the evidence links are hyperlinked which are available on the Internet.

Sometimes, when there is risk that a particular post, video, page/tweet will be taken down, so we archive those and use the archived source in each of our reports for the benefit of our viewers or take screenshots of the post, video, page/tweet.

Rumor Scanner has a corrections or complaints policy that sets out clear definitions of what it does and does not cover and how major mistakes, especially those requiring revised conclusions of a fact check, are handled.

Request Changes:

- Corrections Policy doesn't state the process that is followed by the Rumor Scanner staff to verify and investigate claims of inaccuracies, mistakes or omissions. More details are required on how and by whom is it handled and reviewed internally within the team.

- Corrections Policy should explicitly state how Rumor Scanner handles complaints or corrections, in cases where the request for correction is baseless or unwarranted. Provide a statement in the policy.

- Corrections Policy should explain how it handles different categories of errors in fact-checks:

- 1. errors of fact that do not impact the rating or do not change the general outlook of the fact-check. How is the fact-check updated? Does it receive a separate kind of labelling?

- 2. Typos, grammatical errors, misspellings - How are these corrected by Rumor Scanner? Are they marked with a correction label or not?

The updated corrections policy explains the process that is followed to verify and investigate claims of inaccuracies, mistakes or omissions. The Founding Editor and Deputy Editor will conduct regular weekly discussion meetings with the team on complaints and corrections received.

The updated corrections policy explicitly state how Rumor Scanner handles complaints or corrections, in cases where the request for correction is baseless or unwarranted.

The updated Corrections Policy should explain how it handles different categories of errors in fact-checks:

-1. errors of fact that do not impact the rating or do not change the general outlook of the fact-check. Rumor Scanner will add a CORRECTION label to the fact-check.

-2. Typos, grammatical errors, misspellings. Rumor Scanner will add a SPELLING CORRECTION label to the fact-check.

Rumor Scanner is part of RSB Media & Research ( independent organization ) which is registered (Registration No: P-47076/2021) with the Registrar of Joint Stock Companies And Firms.

How Rumor Scanner makes correction:

  • In the case of an error, a note with the date will be added to the report and labelled “CORRECTION”, with a detailed explanation of the changes made.
  • In the case of updating information, a note with the date will be added and labelled “UPDATE”, with an explanation of the changes made.

The earlier corrections policy is applicable to the entire organization.

RSB Media and Research, the parent media company applies the Rumor Scanner Corrections policy. The parent company does not have its own corrections policy. This should be explicitly stated on the Rumor Scanner website.
